Information: Ray is a non-poisonous manta that is part of the Forty Fathoms Freedom Fighters. When Octobot tried to drown Tails, the Forty Fathoms Freedom Fighters came to rescue him. While the other freedom fighters fought Octobot, Ray swam Tails to the surface and later told him everything that happened.
