Annual Meeting Minutes

Tuesday, March 7, 2006

 

Meeting was called to order by the President at 6:50 p.m. at the Lake Orion Library.

 

Board introductions were noted.  Meeting agenda was reviewed.

 

Minutes from 2005 general membership meeting.  Discussion noted below:

ü      Homes without landscaping, how the board is addressing this issue.  As per the Bylaws, any monies spent to landscape a neighbor’s property other than your own require a majority approval from the Association.  The board remains in contact with these homeowners; it should be noted that significant progress has been made during the last year.

Motion to approve the 2005 minutes as written: seconded and passed unanimously.

 

2005 and 2006 Budgets were presented and reviewed.  Discussion of items as noted:

ü      Revised budget presented.  Line items added or changed include

o       Aerator/Future improvements was $10,000, now $5,000

o       Drain repair was $2,000, now $4,500

o       Board incentive was 0, now $1,575

ü      Concern regarding budgeted line item of Supplies of $1,500.  Association spent only $642.28 in 2005; however we spent $1,100 in 2004.  Increase due to printing of Association directory.

ü      Large percentage of budget for landscaping.  Board noted we are currently bidding the contract as Torre & Bruglio’s (“T&B”) contract ended in 2005.

ü      Question rose as to when the board seeks bids on a project.  Is there dollar limit?  The Board will bid out any project it feels requires additional quotes.

ü      Comment from a homeowner that “in 2005 we overspent our by budget by 10%; increase in social functions?”  Point of clarification:  We budgeted $56,133 and spent only $51,115.  Social functions were also under budget by $500.

Motion to approve the 2006 revised budget as presented; seconded and passed with one opposed.  Motion carried.

 

2005 accomplishments were presented.

 

2005 beautification projects were presented.

 

Future beautification projects were discussed, items noted below:

ü      Aeration at Indianpipe basins.  Given the significant cost associated with the aeration of the ponds (upwards of $10,000) the board will review alternatives (i.e. dredging, changing the filters, adding additional dirt, finding out what we can/cannot do as per the county).

ü      Catch basin repairs.  Board has received a bid to fix three basins including the curbs. 

ü      Street signs.  No bids received to date; still evaluating.

Motion to accept nominations as presented; seconded and passed unanimously.  Meeting held to elect board positions and officers within 30 days of annual meeting.

 

Topics to be addressed; responses from dues letters.

ü      Snow removal and timeliness of clearing streets.  Suggestion was made to contact/complain to Oakland Country Road Commission as they are responsible for clearing streets.  Once the complaint has been recorded our subdivision will be put on a list and given to the respective driver for our area.  The driver will assess or re-evaluate the routing system based on calls that have come in.  It was suggested to put the Road Commission’s phone number on our website and remind neighbors to call when streets need plowing.  No motion made to hire snow removal service.

ü      Lighting – Outlets were damaged when holiday lights were removed.  Board working with electrician to replace outlets.

ü      As per township ordinance, signage is prohibited.  One may place signs in his/her yard; however, one assumes risk of doing so and the township may issue a fine.  Signage ordinance will also be placed on the website.

ü      Speeding remains an issue.  License number would be helpful – notify Sheriff’s office if known. 

ü      Sheds on property – no motion presented.

ü      Automobile break-ins – reminder to keep all valuables out of sight.  Association will post reminders on the website and encourage neighbors to be more aware of what’s happening.

ü      Tree removal – Association removed a dead tree along Silverbell road.  Tree was planted by developer; homeowner responsible for replacing it.

ü      Paint overflow drains – Board has taken care of this.

ü      Spray for gypsy moths – Township sprays in the fall for moths.  The Board will not spray for the moths.  There will be information on the website as to how the Township is addressing this issue and whom to call if concerned.

ü      Basins on Indianpipe – issue addressed during future beautification projects.

 

A homeowner has offered to provide email updates with happenings in the neighborhood (e.g. call Road Commission for plowing, notice of any crime in the area, reminder to remove signs from yard, golf outing notices, Easter egg hunt, etc.).  This individual will receive communication from the Board and will send it out via email addresses.  If you would like to be included please send your email address to the website with “SBO email updates” in the subject heading.
