Andy was Prue and Piper's childhood friend. He used to play with the Halliwell sisters. When he was in high school, Prue became his sweetheart but after high school, they both went their seperate ways. He went tp Philadelphia, where he probably met his wife and then divorced her. He returned to San Fransisco and became an inspector, partner to Darryl Morris.
Andy reunited with Prue again and they started to date again. He noticed something was wrong, that Prue was hiding something from her, and they broke up. He began to notice the little things; she was always popping up in the unsolved cases. He even began to feel deeply annoyed and troubled over this. He tried to find out what it was, but Prue kept a zipped lip.
Prue and Andy kept dancing around the entire "secret" until he found out when a grimlock (or whatever it was) attacked him when he was underground and Prue used her telekenisis to knock it unconcsious. In return, he saved her butt from getting fired at Bucklands. Since then, Andy has been protecting Prue and her sisters from everyone, including his own partner, Morris.
Shortly after, Internal Investigators arrived and threatened Andy with stuff about the unsolved cases. Choosing to protect the Halliwell sisters at all cost, he handed over his badge. He tells Prue to watch herself and her sisters and show that they are still friends for the sake that their secret may not be uncovered. When Phoebe had a premonition that Andy would die, the sisters tried their best to protect Andy, but in the end, he sacrificed his life to save them.
It appears that Andy has kept a file all on the Halliwells and stuff on witchcraft, which he burned later on. Here's a mystery; in the episode "The Power of Two", Prue was a ghost. She saw that guy with the knife ready to strike Andy and she helplessly called out to him. He turned and saw the knife; is that coincidence or does Andy seem to be a bit...different?
