The Portuguese ShortSea Shipping Agency (APTMCD) is included in the European network of short-sea agencies and in the European transport policy. The main goal is to promote the short-sea shipping to cargo owners, road transporters, and other portuguese transport agents and other decision-makers.

The European Commission Policy:

• Reduce european road congestion;
• Reduce the ton-Km energy consumption;
• Reduce the road toxic gas emission;
• Aim a sustained mobility policy;
• Raise de European Coesion;
• Reduce the european dependence on road transport;
• Aim the intermodal and "door-to-door" transports concepts in Europe

Is not possible to aim a European sustained mobility policy only based in road transport. Because roads are congested, road accidents raise and the adverse effects on resources and environment are important. The recent road transported strikes in Central Europe show the economical dependence on this mean of transport.

An alternative to road transport is needed, the short-sea shipping. The road keeps the role in the "door-to-door" distribution and recollection to serve the main intermodal mean, the shipping.

This Agency is included in the transport policy of the European Commission:

• Studding the impact of road transport in environment;
• Development of new short-sea shipping services;
• Development of fast ships;
• Standardise port documents for cargo and ships;
• Development of port terminal dedicated to short-sea;
• Regulate transparency in port finance and of state aids;
• Set a fair competition between service providers in ports.
• Set a European network of agencies for the promotion of short-sea shipping, to change the image of shipping in the transport chain, as a modern and efficient mode of transport in Europe.

The Portuguese Agency of Shortsea Shipping is not only a communicator of the new image of shipping, but also a pro-active center, participating in the development of new intermodal solution, and in the growing of business in Europe.
