The Embargo
period, years “1990-2002” List
last update on 9 March 2004 The Security Council of the United Nations imposed a severe
and unjust international sanctions and embargo upon since and still going
on. During this long time, the Iraqi postal
authorities fought very hard to keep postal services on by using any
available stamps in their stores. To meet the continues fluctuation of
prices (currency inflation), which is one of the direct effects of the
imposed sanctions, the postal authorities were forced to surcharge very
many stamps with new and higher denotations. In addition to that, stamp
issues were perforated, over-printed and surcharged locally in very low
standards and never considering quantities. As a result issues turned to be
difficult to obtain for the philatelic demands. The numbers of each kind of surcharged stamps
varies according to what was left over of those specific stamps in the main
stores of the general post offices in not regarding the quantities to many
different denominations that were applied to those stamps, every time the
inflation hits with its brutal flags. (The Iraqi Dinar was equal to US$
3.30 before the war, while it equals to US$ 1/2000 now days). In most cases the number of each surcharged
stamps will not exceed half a million pieces, as in the low denotations of
Dome of the rock surcharged stamps, while the rest did not exceed 50.000 to
100.000 stamp pieces each. Some other denotations dropped even below 10.000
figures and in some cases not more than 750 pieces each, such as for the
2500 and 5000 Dinars denotations. In such jungle of surcharged
stamps and different denotations and issues, a little number of varieties
and errors were
(unintentionally) sold to the public. In some cases when a Northern
or Southern town in Iraq runs out of stamps and call for help, the general
postal authorities in Baghdad swiftly surcharge what available at that time
from any kind of stamps in the stores and ship them to that town without
providing the philatelist with any information concerning that issue and
when the collectors here knows about that issue, they travel like mad to
that specific town (district) in vain to find that this one was sold out or
a very few numbers were left over and that is why some denotations are
