Mutant Affairs Mandate
UN Resolution 432338-SDMA/43(Revised 01/22/2002)

"After investigation of classified data provided by the United States Air Force (File 585466466/SGC/OWMA), this Assembly has debated and voted upon a re-evaluation of it's previous resolution (UN Resolution 795/89 - creation and maintenenance of a S.H.I.E.L.D. Division to Investigate, Research, Categorize and Police Metahuman Individuals commonly known as 'mutants'). It has been decided that the restructured Strategic Hazard Intervention, Espionage & Logistics Directorate currently operational within the military framework of the Stargate Command must be allowed to continue operations pertaining to the previous United Nations resolution, but in addition broaden it's mandate to include reports of metahuman activity within the operational sphere of it's new duties. |
Pursuant to this end, the existing mandate will be ammended to redefine the nature of operations as follows:
1: Where possible, bearing in mind security considerations, liase with Governmental and Private establishments performing sanctioned Metahuman Research and Investigations. 2: Create and Maintain a Database of all Metahman Subjects encountered and classified - to include, but not limited to: Identity, Nature of Mutation/Ability, Group/National/Political Affiliation, Criminal Record (where applicable). This database is to be deemed classified and not made available for general inspection except to Researchers approved by this Assembly. 3: Operate a low-level surveillance of Subjects where possible, without infringing on the Subjects Human Rights or Freedom of Movement/Liberty. Such surveillance MUST be carried out in accordance with all Laws and Legal Precedents of Subjects Country of Residence and with the knowledge and Assent of Sovereign Governments where possible. 4: Assess the possible impact upon and reaction and response by Local/National & International Communities to Subjects and Metahumans in general. 5: Assess the impact of Subjects upon National/International/Planetary Security and report to this Assembly on an Annual Basis on the General effects - More regular reports will be accepted in matters of immediate impact or where a serious threat may be perceived. 6: Formulate and Apply Procedures to ensure Subjects liability to Law Enforcement Intervention, bearing in mind the inabilty of 'normal' Police procedures to deal with Metahuman activity and the investigate the need for Specialised Police Forces or Paramilitary Units to handle similar situations. 7: Where necessary, operate in Support of Law Enforcement and Defence Organisations and Units engaged in lawful operations as a 'peace keeping force' - The nature and scope of these activities shall be decided by prevailing Legal and Defence considerations relevant to individual Operations and situations.
Furthermore, this Assembly shall monitor and evaluate Activities of this Department and suggest and vote upon modifications to this mandate wherever required and shall endeavor to adapt this policy to reflect the most efficient use of available assets and personnel to continue the stated goal of maintaining Global Peace and ensuring the Security of all Member Nations.
