You will need  a wood tile of your choice-psp8 has some already in the patterns folder. 

Open a new canvas size 60 x 60

Select your paintbrush round size 1

In your materials palette set your stroke to the wood tile.

Pixel out the following picture

Add a new raster layer before you draw the pole then you can move it into position if you need to.

Once drawn.

Merge the layers and paint in the inside of the base and pole using the same tile.

Add a new raster layer.

Chose a colour for your outline

And pixel the following
