The MGSA was founded in 1981 to assist players, coaches, and parents
of girls playing softball in the Maplewood area of Sulphur, Louisiana.
The first president elected was Martha Thompson. The association operated
during the 1981 season and then fell idle in 1982. In 1983 a new coach
asked about the association and it was restarted from the remaining $300
in the MGSA account. He, Greg English, was then elected president and with
help from original members, the MGSA began anew. It has grown in size each
year and in 1995 changed its official name from Maplewood Girls Softball
Association to Maplewood Girls SPORTS Association so as to include basketball.
Below is a copy of the current MGSA bylaws.

ARTICLE I - NAME, ADDRESS, AND STATUS
�
Section 1. Name - Be it known that the name of this organization will
be:
�
"MAPLEWOOD GIRLS SPORTS ASSOCIATION"
�
Section 2. Address - The location, mailing address, and principle office
shall be Maplewood Recreation Center, Hazel Street, Sulphur, LA 70663.
Currently known as the Buster McMurry Park.
�
Section 3. Status - On December 4, 1989, the Maplewood Girls Sports
Association received its Federal Tax Exemption status as a 509(a)(2) organization.
�
�
ARTICLE II - PURPOSE
�
To provide a recreational outlet for the youth of the Maplewood (East
Sulphur) community and to teach sportsmanship, character, leadership, and
softball fundamentals on a nonprofit basis.
�
�
ARTICLE III - OBJECTIVES
�
Section 1. To engage in and encourage fellowship.
�
Section 2. To conduct tournaments, clinics, play-days, and other forms
of entertainment to raise funds to further the purposes enumerated herein
and to engage in any and all other activities concomitant to or in furtherance
of the objectives and purposes enumerated herein.

ARTICLE IV - DURATION
�
The duration is ninety-nine (99) years from date hereof. (1981)
�
�
ARTICLE V - PARLIAMENTARY AUTHORITY
�
Robert's Rules of Order shall be the Parliamentary Authority of Procedure,
not otherwise specifically covered. These rules of procedure shall not
be suspended, added to, or amended, except by a majority vote.
�

ARTICLE VI - AUTHORIZED MEMBERSHIP
�
This organization is organized on a non-stock basis.
�
Membership in the Association shall be restricted to residents in the
City of Sulphur (Maplewood area), or the surrounding territory, who are
managers, coaches, parents, guardians, former coaches, or managers of players
in the Maplewood Girls Sports Association.
�
�
ARTICLE VII - FISCAL YEAR
�
The fiscal year of the Maplewood Girls Sports Association shall
be from January I through December 31.
�
�
ARTICLE VIII - QUORUM OF MEMBERSHIP
�
Each member will have one vote at a general membership meeting.
�
�
ARTICLE IX - LEAGUE COMMITTEE
�
Section 1. The affairs of this Association shall be managed by a League
Committee, composed of up to seven members, and the Past President if he
so desires, who shall be members in good standing of Maplewood Girls Sports
Association for one full year.
�
The League Committee shall consist of the Immediate Past President,
the President, the Vice President, the Secretary, the Treasurer, the Tournament
Chairman, and a representative from each league.
�
The term of office of each Committeeman shall be for the period of
one year.
�
Section 2. Vacancies - If any officer shall, for any reason, vacate
his office, such vacancy shall be filled by election of general membership
within 30 days following the creation of such vacancy. If any Committeeman
shall, for any reason, resign as a member in this organization, his position
as Committeeman will be filled by an election of respective league.
�
Section 3. Time and Place of Meeting - Meetings of the League Committee
shall be held at such times and places as the League Committee shall decide
except that at least four regular meetings shall be held each twelve months
including the Annual Meeting as provided in the following section. Special
meetings may be called by the President or by a written petition to the
Secretary signed by four Committee members.

Section 4. Annual Meeting - The Annual Meeting of the League Committee
and the general membership shall be held in August of each year, at which
the first order of business shall be to elect officers and representatives
for each league for the next year.
�
Section 5. Quorum - A majority of the members of the League Committee
shall constitute a quorum for any regular or special meeting of the League
Committee.
�
Section 6. Acts of the League Committee - All acts required to be performed
and all resolutions of motions adopted by the League Committee shall require
the majority affirmative vote of the Committeeman present at the meeting
at which such acts of resolutions are acted upon.
�
Section 7. Basic Duties of League Committee Members Other Than Officers
-
�
League Representative: - Represents his/her league at all Association
meetings on matters pertaining to their respective leagues. Represents
the interests of his/her league and the Association at Ward 4 District
2 Recreation Board meetings. Insures coaches and managers are kept informed
of Association League Committee and Recreation Board actions.
�
Tournament Chairperson(s): Administers operation of annual fund raising
softball / basketball tournament. Organizes committees and works with
President and Treasurer in overseeing all monies spent and collected.
Shall work with Secretary concerning all correspondence. It is not required,
but suggested, that the Chairperson not be an active manager.
�
Past President - Duties as appointed by League Committee President.
�
Advisory Committee - An advisory committee of past officers will be
made available to offer advice, suggestions, and input as needed by the
League Committee.
�
Section 8. The League Committee is authorized to spend $200.00 per
item without general membership approval; not to exceed $1,000 within any
three month period without prior approval of the general membership. This
section is not intended to prevent the League Committee from spending larger
amounts once said amount has been approved by the general membership.
�
ARTICLE X - OFFICERS
�
Section 1. - The executive officers of the organization shall be President,
Vice-President, Secretary, and Treasurer.
�
Section 2. Basic Duties of Officers -
�
President: Administers operation of the organization and presides at
all meetings, should have basic knowledge of Parliamentary Law, and the
organization's By-Laws. The President organizes, delegates, and supervises,
but does not interfere and is always impartial. He/she shall also appoint
as outlined in the By-Laws.
�
Vice-President: Shall act in the absence of the President. The Vice-President
cannot modify or change rules or customs established by the permanent officer.
A Vice-President automatically becomes President upon death, resignation,
etc., of the President unless the By-Laws provide to the contrary. Vacancy
to be filled by election.
�
Secretary: The Secretary shall keep and read the minutes at all meetings,
will record action of the organization through the minutes. Call rolls
when necessary. Notifies created committees of appointments and outlines
instructions as specified in motion creating committee. Keeps association
By-Laws, roster reference. Assists the President to prepare each agenda.
In the event the President and Vice-President are not at a meeting, the
Secretary calls the meeting to order and asks for nominations for someone
to act as Chairman Pro-Tem. The Secretary shall notify all members of
League Committee meetings. The Secretary shall notify League Representatives
of called or special meetings. The Secretary shall conduct the general
correspondence of the organization.
�
Treasurer: The treasurer shall receive all monies taken in by the association,
and shall deposit same to the account of the organization in such bank
or banks as shall be designated by the League Committee. Shall issue checks
for bills, said checks to be countersigned by the President. Shall pay
all bills, keep bank accounts of receipts, and expenditures which shall
be open at all times to the inspection of the membership and shall make
such reports to the membership as shall be designated by the President
from time to time. A financial statement will be presented by the Treasurer
at the Annual Meeting. This statement shall include a summary of expenditures
and receipts and funds on hand.

ARTICLE XI - ELECTION OF LEAGUE COMMITTEE MEMBERS
�
�
Section 1. At a meeting of the organization held in August, members
shall elect a President, Vice-President, Secretary, Treasurer, and a League
Representative for each league.
�
Section 2. All members of the League Committee, all teams and coaches
will be given notice of the date and time of the meeting to elect officers.
�
Section 3. Nominations from the floor will be made at the meeting held
for the elections of officers. No one can be nominated unless he has given
his/her permission to be nominated.
�
Section 4. The candidates shall have been a member in good standing
for one full year.
�
Section 5. Candidates with a majority of votes shall be elected.
�
Section 6. The tenure of an elected office shall be for a term of
one year.
�
Section 7. Each League Committee member will have one vote. In the
event that two persons cochair the tournament, each will have one vote.
�
Section 8. Compensation - No officer of the association shall ever
receive any compensation for his services as such.
�
Section 9. Vacancies in Office - Vacancies in any office of the organization
may be filled at any regular or special meeting.

ARTICLE XII - MEMBERSHIP
�
Section 1. No dues shall be paid by any member belonging to Maplewood
Girls Sports Association.
�
Section 2. Managers and coaches automatically become members of Maplewood
Girls Sports Association, upon accepting the duties and responsibilities
as stated by the By-Laws of Maplewood Girls Sports Association.
�
Section 3. Managers automatically assume the responsibility of recommending
his coaches, and will duly turn in the names to the League Committee.
These coaches are members of Maplewood Girls Association, and can vote
on matters or business in discussion.
�
Section 4. Any member of the Maplewood Girls Sports Association may
make a motion or second a duly made motion made during a general session.
�
Section 5. Special general membership meetings may be called by a
written petition to the President signed by ten (10) members.
�
Section 6. Plaques or other awards for outstanding service of 5 or
more years to the Maplewood Girls Sports Association may be given upon
vote of the League Committee, however, no monetary compensation maybe given
to any officer or member said association.
�
Section 7. All past officers - presidents, vice presidents, secretaries,
and treasurers - become life members of the Association and have full voting
privileges as compensation for their service.

ARTICLE XIII - DISSOLVEMENT
�
Section 1. In the event that the Maplewood Girls Sports Association
should dissolve the Association before the year 2000, an advisory committee
made up of Robert Graham, Greg English, and/or Gene Huck, and the current
president and vice president at the time of dissolvement shall oversee
the disbursement of all monies by creating a scholarship for Sulphur High
School graduates who have played high school sports and were former participants
of the Maplewood Girls Sports Association. This committee or their designees
will select one player from softball or basketball each year to receive
a scholarship of not less than $100 nor more than $250 until such funds
left by the Association have been depleted.

ARTICLE XIV - AMENDMENT & ARTICLE CHANGES & ADDlTlONS
�
Section 1. These By-Laws may be amended or repealed at any annual or
regular meeting of the general membership by a two-thirds majority vote
of all members present and voting. The general membership must be notified
by verbal or written contact and notice in the local (Sulphur) newspaper
at least one week in advance.
