STATISTICS ON THE DESTRUCTION OF
CHECHENS
The Russian Statistics Committee has
announced the main social and economic indicators for regions of the
Russian Federation for the first half of the year 2000. Of the 37
categories, only 3 are indicated for Chechenia. Industrial and
agricultural production, volume of trade, capital investment, cost of food
products, average salary, unemployment, housing, hospital bed space and
other figures are not given.
It could be that certain indicators for
Chechenia are null or very slight, so that, with the continuation of the
aerial bombardment of Chechenia, it wouldn't enhance Russia's image to
give out those statistics. It was reported there are 767,900 inhabitants
in Chechenia. For every 100,000 residents of Chechenia there were 23
crimes, or 89 times less than the average Russian crime rate, 39 times
less than in Moscow and 95 times less than in St. Petersburg.
The figures released show that
electricity consumption was 751 kWh per capita, or 7 times less than
average consumption in Russia. One has to believe the Russian military,
over 60,000 troops strong, used much of the electricity consumed in
Chechenia.
The statistical data not supplied on
Chechenia confirm, that Russia in Chechenia: 1. Is not in control of the
situation. 2. Carries on the artificial human catastrophe of residents. 3.
Behaves as with conquered territory and carries on the massive violation
of all humanitarian and political human rights.
The military removal of Chechenia's
legitimate president and parliament and the non-recognition of the Chechen
constitution is even a violation of internal domestic Russian law. Against
this background the large number of Russian bureaucrats and officials
being sent into Chechenia, the formation of a puppet government and the
counterfeiting of various elections prove the colonial nature of Russia's
actions in Chechenia.
Your institutions have to present an
answer to the continuing 11-month war to genetically destroy the Chechens,
rationalised by Russia as «war against terrorism». Not one of your
organisations has decided on the free determination of the Chechens.
Without this conceptual answer, your decisions on Chechenia lack the
imperative approbation of principles and norms of international law and
remain simply your recognition of the rights of Russian aggression.
Sincerely,
Algirdas Endriukaitis
