To: Mr. Aslan Maskhadov,

President of the Chechen Republic of Ichkeria

               July 31, 2000

In Commemoration of the Anniversary of the Liberation of the Capital of Chechenia

August 6, 1996 has gone down in Chechenia’s history as both symbol and proof of the Chechen people’s national maturity and moral resolution to have an independent state. Further events have again confirmed the historical error of the Russian authorities in regard to the Chechen people’s right to self-determination.

Russia today is undertaking its colonial war in Chechenia while grossly violating both domestic Russian and international law, thus setting itself beyond the rule of law and among the ranks of the 20th century’s agents of violence and state terrorism based on racism and genocide. Russia’s refusal to enter negotiations with the Chechen Republic of Ichkeria with third-party participation or on neutral territory confirms Russia’s non-recognition of universal human values. That was also confirmed by Russia’s first was against Chechenia, which began without the need for Russia to even manufacture provocation.

NATO’s Parliamentary Assembly indicated in its resolution of November 15, 1999 that the humanitarian crisis in Chechenia cannot be solely a Russian internal affair, and the US Senate in its resolution of February 24, 2000 said the Chechen nation is employing its right to self-defense against Russia. On Chechenia’s side there is law, and on Russia’s, force. Shedding innocent blood isn’t without consequences.

No puppet government in Chechenia, no restoration of the state of affairs as they stood in 1991, no imitation elections with 50,000 Russian military personnel and an occupational police regime on the scene can be legal or legitimate. All Chechen issues should be solved on the basis of the Chechen Republic of Ichkeria’s Constitution with its legitimate President, Parliament and Government.

We deeply admire the Chechen people’s resistance to their humiliation and destruction and pledge our solidarity and faith in the ultimate victory of truth and justice. We will help your nation by all possible methods, moral, political and legal, to fight for the right to live freely on your own land, together with all the nations of Europe.

Sincerely,

Algirdas Endriukaitis

Secretary-General
