 Problem statement : motion ...inertia ...

                     a non battery operated ...means of putting or keeping toys in motion

                     one may take or analyze the idea of how a sand clock works ...in salarjung museum,hyd,india

 opportunity :  a spring or coil that can be keyed in to put a the hands of a doll/'train on circular track' in motion ??,
 
                given that motion is viable as coil unwinds ....abiliy to use a additional spring or coil
                that winds ....

                thus ability use  two coils such that one is inversely proportional to other i.e. as
                one is winded the other is un-winded and vice-versa ...thus keeping a toy in perpetual
                motion.
