council - duties As the leaders of each their own little city, the members of the council must control all those under their rule. They are in charge of law enforcement, budget balancing, battle tactics, tower defence, country defence, population control and all other things an ordinary King or Queen would control. However, they must obey each other's wishes and Hamrath'Shyebeth, as well. When two Council members conflict, they must seek Hamrath'Shyebeth for a final decision. As such, Hamrath'Shyebeth is the most powerful creature in the Deragonray. The hierarchy is as follows:
In battle situations, the Council gives orders to the Thar. The Thar then take their Units and go out to fight. The Thar each have Arus, second in commands, to help them lead Units of about twenty. Sometimes they even have Im, especially when Units combine to become Fleets. As such, some Nuin are given the position of Im but can only exert that authority when in a Fleet. The Nuin are simply ordinary people in Units and Fleets. credit
