GOVT MAY CHANGE GUIDELINES FOR DE LIMITATION;Madikeri August 23, 2006 The centre may reconsider guidelines before implementing de limitation of constituencies. H.R.Bharadwaj, minister of Law and justice yesterday told in the Rajya Sabha that the government will look into difficulties being faced by various states while de limiting constituencies. The minister spoke as the subject was raised by V.Narayana swamy MP Janardana Poojary in the Rajya sabha. The de limitation will create unrest and confusion in political and community levels, Poojary said. He also referred the delimitation of one constituency in Kodagu and said that Kodagu which has only three constituencies will lose one more if the de limitation is implemented. The minister said that the De limitation commission has completed its task in many states and is likely to complete it in the remaining states. The minister agreed that the commission has received appeals of difficulties from the people in many states during the survey.He stated that it is not a regular de limitation since delimitation according to constitution will not take place till 2025. he also said that the seats ofn both the lok Sabha as well as in the assembly are frozen until 2025. Though each constituency should have equal number of voters, minister opined that the constituencies in hilly regions face lots of problem and which need to be addressed. Admitting that de limitation committee is bound by certain criteria and cannot deviate from the norms, certain guidelines could be changed with due consultation with all the parties he said. He agreed that people of hilly area certainly need a special deal. He sought some more time to resolve these problems. FIVE ARRESTED IN MURDER CASE; ADVOCATES PROTEST;Tnsion mounted at Virajpet yesterday evening as police arrested five persons including an advocate in connection with the murder of a mining employee two days ago. Advocate Kuppanda Ravindra, Ponnakachira Ranji, Kuppanda Vitala, Kuppanda Ravi and Ravi and Raja were arrested yesterday. The main accused Ranji is said to have surrendered before the police. Meanwhile advocates association held a protest before the DYSPs office urging police not to arrest innocents. Superintendent of police Ramachandra rao rushed to the spot and assured that innocent persons will not be arrested. Agrreing to the demand thata case be booked against the other group, SP assured to register case against the mining party also. It can be recalled that a group of villagers shot to death and employee of Mining company at Bittangala, Jose, 25 two days ago. Clashes were going on between the mining company people and villagers led by two advocates on either side. Cases are booked against thirteen people in this case. AWARD TO PROFESSOR;Professor Nanjunnda of Coorg Public School will receive state award during the teachers day on September 5. A communiqué said that COPs pribncipal Nanjunda will receive award from thje president of India, Dr.Abdul J.Kalam at New Delhi. Nanjunda has many state and district level awards to his credit.. |
