THE SOLAR PROJECT-A WASTE

Madikeri Aug. 9

The Solar fence scheme to controle elephant menace in Kodagu is becoming a wasteful expenditure. The forest department calls the tender and the contract will be handed over for the lowest quotation. The quality of the work is worst and no body supervises after the work is done and the tender amount will be cleared soon The solar fence covered during the period of an forest officer who is retired now is almost destroyed within a span of two years.

In Maldare, Kudlur, kallalla,Chennangi, Dubasre areas the solar fencing is disappearing. The miscreants are pushing the angulars fixed to the fence and are being stolen. The materials could be easily removed due to the poor quality work done. The items are being sold to the scrap shops.

Almost 40% of the solar fence is cut and sold. Even, the light electricity supply is gone .The whole scheme became flop. The department and the Govt. shows the statistics on records and release the achievement through the press!. The Practicality is completely a failure.

The Kodagu forest officials have submitted a report to the Govt. like this: “The total area covered under solar fencing is 120 K.MS. The expenditure incurred is Rs. 28 lakhs. All the works done are managed properly and yielding positive result!”

Who is going to enquire the pros and cons.? When the allegations blast in metro areas many commissions will be formed for enquiry. In the remote and malnad district like kodagu no body is bothered about the success or deficiency in the implementation of the projects.

Still the elephant menace is continued in all these areas. Solar fencing has become utter failure project. Instead it is better to continue the trench formation project. The trenches have to be o maintained after the heavy rain. The earthen erosions should be cleared after the rainy season.

Meantime some company estates are managing their own solar fencing system which is successful in controlling the elephant movement inside the estates and farms.
