While still in high school, Roe formed a band called the Satins, who recorded a few sides for the local Judd label. Among them was a song that Roe had written when he was only 14, called "Sheila". Judd didn't have the resources to pull off a national hit, but when Tommy re-recorded the song for ABC-Paramount in 1962, the Buddy Holly-influenced "Sheila" (produced by Felton Jarvis) went to # 1 on the Billboard charts. In the UK it went to # 3, with Tommy touring the British Isles as a result. Between 1962 and 1973, Roe had 22 Hot 100 entries. His second chart topper came in 1969 with "Dizzy", which also climbed to the top of the UK charts. This was the heyday of the bubblegum sound (Monkees, Archies, etc.) and many consider Roe's hits like "Hooray for Hazel", "Sweet Pea", "Dizzy" and "Jam Up and Jelly Tight" as examples of the bubblegum genre. Later he recorded for Warner/Curb, turned to country music, did production work and toured on the oldies circuit occasionally.
