Organizations

ShinRa
The age of ShinRa is over. After their defeat by the heroes a year and a half ago their existence as an organization has been decimated. However ghosts of ShinRas past still haunt the world. Old prejudices and new hatreds have been born in the ashes of Meteor.

New Avalanche
Every struggle needs heroes. These are what we have to work with.

New Avalanche, retaining the dubious name of it's forerunner, has at least risen to the task of trying to keep their world from drifting into any hand baskets. At least, hand baskets that they aren't holding the handle of.

Originally organized to help the survivors of Midgar, the group drifted from humanitarian concerns to needs of a more pressing issue, keeping power hungry would-be tyrants from taking advantage of the void left by ShinRa's downfall. At first skeptical of Sierra' promises then outright suspicious of his actions and the motives behind them, New Avalanche did all they could to head off the impending disaster.

They weren't entirely successful.

Sierra's ploy of gratifying himself to the masses was too subtle and too strategically executed to be fully countered and the man was very, very good at what he was doing. The people they were trying to protect quickly came to view New Avalanche as a threat after Sierra launched a propaganda campaign that denounced them as anarchists, little more than ruthless mercenaries determined to keep society in a state of chaos so they could hold power. While they did what they could to stem the flood of lies and calm the rising tide of public resentment, it came to a point where any action taken against Sierra was only throwing gas to a fire.

By the time Sierra was firmly coming to power, New Avalanche had been forced to face the bitter truth that no organization, no matter how dedicated, can protect the masses from tyranny and danger if those masses are firmly convinced they need and want to be subjugated.

Members operate only through the strictest sense of secrecy, as they continue to strike against Sierra and his operations. Operatives function with code names and indirect channels since admitting to being a member or supporter of the freedom group is to risk imprisonment as a terrorist.

Saints
A group of the most powerful surviving Espers. They depend on Sierra for life thus give him their loyalty. Sierra often travels with a small group for protection as well as show.

The Saints are organized in only three ranks. The leader of the team, elite members and then soldiers. Their base is in Neo Midgar, right outside the ruins of Midgar.

St. Cerberus
St. Cerberus, currently the strongest pirate crew on the seas. Before the incident in Midgar St. Cerberus was one of three large organizations but during the confusion and under the leadership of Sirius Branford they confronted and disbanded the other two crews, taking over all of the ocean.

After the incident Sirius slimmed down their fleet two three unique ships, which carry the banner of a three-headed wolf. Even before Meteor St. Cerberus had chosen its targets carefully, narrowing it to ShinRa ships and transports. Now with ShinRa gone they leave most of their piracy between Junon and Costa Del Sol, though their capital ship Vesper hovers around Midgar, their crew venturing inland for some of their strikes.
