Electrical Armor is an item that can give a hero a rude surprise.  Notice on the Damage Shield slot, that there is NOT a No Range limitation.  That's right folks!  The electrical charge actuall extends outwards from the chest plate, where the main batteries are located.  It can however become a nuisance when you give it to a clusmy character, who (now) shocks himself everytime he slips and falls on his face.  Also notice that the Charges are bought as Recoverable.  This is to simulate that the batteries can be recharged, but it requires a full action phase per charge to recover.  You have to activate the charging.  This allows you to turn the electrical charge slot on and off at will.
