You only need 20 secret seashells to get the L-2 sword.   Take them to Seashell Mansion.

There are also 2 shells in Seashell Mansion.   You get one if you go there with 5 or 10 shells.   Whether you get these or not really makes little difference.   It is possible to get the first 16 shells without having entered dungeon 4, plus the 2 from Seashell Mansion makes 18.   You need the flippers to get more.   If, however, you do not collect these shells, you can still pick up 21 shells upon getting the flippers.
