Most of the local and federal efforts listed have been coordinated by and through members of this organization. Dr Harry Carter, Howard Cohen, Chief Stephen Austin and Jack Sullivan, along with the efforts of the Cumberland Valley Volunteer Firemen�s Association (CVVFA) have produced the initial model scene guide, the CVVFA White Paper.
