All skills have a modifier, both positive and negative. The positive modifier is added to the skill for that particular aspect...

Example: Perception-
Perception: Empathy grants +10 to all Empathy checks, but a -10 to all other Perception checks.

IMPORTANT NOTE:
Most skills that involve character interaction (such as lying to someone, seduction, intimidation) will be modified strongly by the actual interaction.

Example: Intimidation-
"J. Doe intimidate him" (not much interaction, modifier of -0 to -20).
"J. Doe step forward, looking the thug in the eye the entire time as he rises to his full 6'4" of furred, Kaitzen muscle. Slightly baring his fangs and claws, he snarles in a barely-heard voice 'buddy... you don't know who, or what, you're dealing with... step down before something happens that we might regret later in life'" (plenty of detail, showing plenty of factors in Doe's favour, modifier of +5 to +20).
