Commissioned Officers
 

Commissioned Officers are members of Starfleet that have graduated from Starfleet Academy after four years, or sometimes longer depending on their career choice. They generally are in charge of main departments such as command, engineering, medical, and science. Officers make up less than 20 percent of the ship's crew.

Fleet captains (O-8) are addressed as 'Captain.' All admirals, regardless of their rank, are addressed as 'Admiral,' not 'Vice Admiral,' 'Rear Admiral,' etc.

Captains and full commanders are addressed as 'Captain' and 'Commander,' respectively. A lieutenant commander is addressed as 'Commander.' At his pleasure, an O-7 and above may address an O-5 (LCdr) as 'Mister,' but he should know that he is giving offense to the officer, by implying that he is a junior officer.

Junior officers are addressed either by their ranks or as 'Mister Smith.' They should refer to each other in this manner. At the pleasure of senior officers, female junior officers may be called 'Ms. Smith.' Officers with the rank 0-3 (Lt JG) are addressed as 'Lieutenant' when addressed by their rank. 0-1 is a Cadet in his fourth year.

Enlisted Officers
 

Enlisted Officers or Non-Commissioned Officers (NCO) are the main back bone to any organisation. Starfleet is no different...

Enlisted crewmen make up the bulk of a starship's crew. Typically, enlisted crewmen join Starfleet without attending the Academy although enlisted crewmen at times do so. There training is more specific and shorter, lasting but one year allowing for a continued training that takes place in the field. This continued training means that upon reaching a high Rate a NCO may become an officer. For those enlisted crewmen that attend the academy do so for 2 years. However, Academy experience is not necessary for enlisted personnel.

In the chain of command, all commissioned officers (by rank) outrank all non-commissioned officers and enlisted personnel (by rate). Thus, the lowliest Ensign has more official authority than the most experienced Master Chief Petty Officer. However, Starfleet does not operate by the chain of command alone and experience is often more valued by Commanding and Flag Officers when it comes to getting the job done.

The highest ranking position within the enlisted ranks is the Master Chief Petty Officer of Starfleet (MCPOS). He/she is the head officer for all enlisted personnel within Starfleet. Aboard starships, the highest ranking position for enlisted personnel is the Master Chief Petty Officer. This person is the Command Master Chief. Commonly referred to as the 'Chief of the Boat'. The Command Master Chief (CMC) is officer in charge of all enlisted personnel and is a member of the senior staff. Enlisted personnel do have the ability to get their own commissions and become officers.

Enlisted crewmen are addressed solely by their rank. Enlisted crewman can be called by last names, *without* 'Mister' attached.

All 'Crewmen' are called such, regardless of their grades and all Naval enlisted crewman of grades E-4 - E-6 are called 'Petty Officer'.

All enlisted personnel of grades E-7 - E-10 are addressed as 'Chief'. The Master Chief Petty Officer is also referred to as the 'Chief of the Boat' if they are the Command Master Chief.

Chain of Command
 

The following is the list of the chain of command in the Second Starfleet Mobile Engineering Battalion. If the current commanding officer at any given time leaves an area without appointing someone incharge, the following crew members shall take command in order, from top to bottom.

Captain Edouard Cadogan, Commanding Officer
Commander Torias Jerale, Executive Officer
Lieutenant Commander Zanera Meloy, Chief Security Officer
Lieutenant Commander, Chief Engineering Officer
Lieutenant T'sveka, Chief Medical Officer

Chief Petty Officer Ernesto Ordaz, Command Master Chief

- If none of the above are present then the highest ranking officer will become the CO. If two officers have the same rank then he who has the highest senority shall take command.

- A departement head is the commanding officer of his departement unless the CO or XO state otherwise.

Rank Descriptions
 

Ensign-
Ensigns serve as junior officers in a variety of duty stations both aboard ship and at starbases and ground installations.

Lieutenant Junior Grade-
Junior Grade Lieutenants serving aboard ship are responsible for the direct operation of non-bridge duty stations. Ltjg within the Bridge Command structure are usually stationed in areas such as Helm and navigation and are supervised by senior officers.

Lieutenant-
Lieutenants serve on Bridge command crews and as specialists aboard ship.  In the absence of senior officers, Lieutenants also command special Away Team missions,  Away from the bridge, Lieutenants serve as assistant department heads.   On starbases and outposts Lieutenants are in charge of specific duty stations generaly supervising 3-12 junior officers or enlisted personnel.

Lieutenant Commander-
Flag officers of LtCmdr rank function as assistant department heads or specialists. Senior Bridge Officers in charge of  specific watch commands are usually LtCommanders.  In vessels of class 5 or lower, LtCmdr's frequently serve as the ships Executive officer.  Staff officers of LtCmdr grade serve as aides to senior staff officers and may, on occasion, represent their superiors on special assignments away from normal duty stations.

Commander-
Commanders generally head up a department aboard ship.   A senior flag commander may have a specialized position such as First officer or Chief Science Officer.  Commanders also serve as Captain aboard ships of class 5 or lower receiving the technical distinction of Brevet Captain, which bestows Captain's authority only on board ship.  Staff officers holding Commander rank typically serve as aides to senior officers as special duty personnel for inspection of civilian installations, liason with native life forms, or providing administrative support. 

Captain-
Captains Command Starfleet vessels above class 5.   Captains also direct the day to day operational deployment and tactical command of support craft, often without the direct influence of senior staff.  Captains serving aboard starbases or installations typically serve as aides to Flag Admirals, or technical advisors to Federation personnel.

Commodore-
Officers above the rank of Captain generally have served in a variety of vital areas, including Exploration, Military Operations and Fleet Command.  Flag Officers of Commodore rank command Tactical operations Groups of three to six vessels.   A Commodore may also serve as a Starbase Commander or Feet Inspector, reporting to a Rear Admiral.

Fleet Captain-
The Position is that of a senior officer who has demonstrated exceptional competence and expertise in active service over a length of time. Fleet Captains are responsible for the overall deployment of specific classes of vessels throughout the fleet.  In that capacity they oversee the construction, refitting, upgrading and operational use of a particular vessel design. 

Rear Admiral-
The Position of Rear Admiral is similar to that of Admiral.  Rear Admirals differ from there superiors in that their positions usually carry a specific geographical area such as a quadrant or sector within Federation Space.  Flag Officers holding the rank of Rear Admiral command Task Force Groups of 8-12 vessels.  Rear Admirals might also command important ground installations as well as vessels that fall within their assigned area.  Staff positions of this rank include command of Starfleet ship construction, primary bas security, security of Federation officials, procurement and scientific analysis (especially of sensitive areas such as Starfleet Intelligence). 

Admiral-
The Rank of Admiral is the highest in Starfleet.  Flag officers are responsible for the deployment of Starfleet vessels in active duty operations, particularly fleet operations along the border zones between Federation space and foreign governmental bodies.   Admirals are also responsible for exploration and training craft as well as Federation colonization efforts.  Staff positions encompass a variety of roles ranging from diplomatic and scientific to traditional planning and organizational tasks within Starfleet.  Separate Admiralty Commands include directorship of Starfleet training operations, diplomatic liaisons with Federation member worlds, and negotiations with newly discovered worlds.  They also include a host of military positions:   contingency strategy, weapons research and development, and scientific systems deployment aboard Starfleet vessels.
