Project:  Voyager owes it's existance to the success of the Pathfinder Project which was created on stardate 51520.1 under the direction of Admiral Hayes after successul communication with the USS Voyager.  This project had the intention of re-establishing communication with Voyager, and if possible, two-way communication (previous communication had been one way).  The project also had a rather lofty goal of finding a way to bring the stranded Voyager home.

The Project continued to two years with little success.  The Project was placed on low priority several times during the Dominion War, particularly after Starfleet Command was attacked by the Breen.

However, the project team was able to develop a new method of communication at fast than light speeds:  Hyper-Subspace Communication.  Although it is still in the testing stages, it is believed it will allow for future communications with Voyager.  The MIDAS Array, built in conjunction with the Vulcans, will be the transmitter and receiver for this new form of communication.

Project Voyager encountered real success on stardate 53320.2 when Lieutenant Reginald Barclay used the experimental MIDAS array and a passing pulsar to create a micro-wormhole that was then directed to the Delta Quadrant.  This micro-wormhole facilitated two-way communication with Voyager for several moments.  During this time, data was sent from Voyager to Starfleet and vice versa.

Following the success of the Pathfinder Project, Admiral Owen paris approved the creation of the new Project:  Voyager.  This new project has expanded the goals of the original Pathfinder Project:  To establish permanent communication with Voyager using the Hyper-Subspace Communication, and develop a way to get Voyager home.  The Project, which is overseen by Admiral paris, is leaded by Lieutenant Reginald Barclay, due to his success with communicating with Voyager during the Pathfinder Project.  Lieutenant Barclay organizes and directs a team of three of Starfleet's finest:  Lieutenant Alicia Cooper, Lieutenant Franklin Harris and Ensign Richard Garin.  The team has offices both in San Francisco at the rebuilt Starfleet Command and also at the Federation Headquarters in paris, France.

On stardate 53566.4, a transmission from the Delta Quadrant was received by the MIDAS Array.  Upon analysing the transmission, the data capsule contained information on the "MajCullah Voyager Database".  Some of this database has been incorporated into Project:  Voyager, thus expanding the information available at this database.
