David Serlin is a cross functional executive with experience
bridging multiple disciplines including the management of both start-up and
emerging companies in the area of high technology R&D, interactive media,
and the management of large scale biomedical research and major medical
device design and testing programs.
He is currently Branch Manager for SAIC (www.saic.com)
in Kent, Washington where he helps administer R&D programs and rapid
prototyping of small high technology devices for various commercial and
national security customers. Prior to joining SAIC,
David was the Managing Partner at Omega Tau Systems LLC, a small
high-technology consulting house that developed novel antenna designs and
radio frequency devices. Omega
Tau was acquired by SAIC in November of 2004.
Formally, David was General Manager at Dotcast Inc. (www.dotcast.com), a
company specializing in advanced radio frequency designs for wireless
datacasting applications. David co-developed the initial business plan
for the company, and handled all its trade shows and the development of its
marketing communications including establishing the company’s
engineering and network operations plant in Kent,
Washington. His responsibilities included designing and
project-managing the build-out of the 40,000 square foot facility, including
office, RF laboratory and captive Television Broadcast station, and a full
network operations center with a “war room” He developed
policies and procedures and established and managed the information
technology and administrative support infrastructure.

Prior to joining Dotcast, David was a founder and Director of Operations at Beema LLC, an interactive digital video and multimedia
design and production house in Silicon Valley that was selected in 1998 as
one of the Top 100 in the country by AV Video Multimedia Producer. (www.beema.com)
Prior to Beema, Mr. Serlin was President and Chief
Operating Officer of two California-based companies that he subsequently
sold. One called Interactive Video Publishing, that developed and sold novel
web access technology and LightGuide LLC, that developed a movies-on-demand system for the
hospitality industry.
Before his work at IVP, David co-founded ICTV Inc., where after getting
funded in 1989 he then also served as Executive Vice President, Chief
Operating Officer, and Corporate Secretary (www.ictv.com). He managed and
grew ICTV from two to over 100 employees; developing the first high
bandwidth, multi-media, switched cellular communication system for cable
television. At ICTV, David managed the development of the strategic
business plan, the development of an award winning user interface, and all of
the company’s financial and legal functions. He negotiated substantial
strategic investments and managed marketing alliances with IBM and Cox Cable
Communications. ICTV now markets interactive television systems to
cable operators in the US and Europe.
As one of the early leaders in the interactive television industry, David has
been a contributor to industry journals, widely quoted in both the trade
press and general business media, and the sole subject of a half-hour segment
of the syndicated high technology TV show, The Killen Report www.killen.com/.
The interactive user interface David's team at ICTV designed was adopted as
the "television of the future" viewer experience by the National
Cable Television Association and featured in its "Cable-It’s Not
Just a Wire" promotional campaign starring Chris Elliot which aired
internationally on CNN and other channels.
Prior to founding ICTV, David had an extensive career managing research and
development programs in a number of areas including medical devices,
diagnostic and monitoring equipment and specialized medical
electronics. He also worked extensively in Regulatory Affairs and the
design of multi-center clinical studies of pharmaceuticals, vitamins,
devices, biofeedback, and cosmetics. He recruited investigators,
organized and chaired peer review committees, and managed all study logistics
and monitoring, along with the analysis and reporting of the data.
During this period, David was Vice President, Director of Research Services
for BioBasics International in New York, and Senior
Clinical Research Associate at Biometric Testing Inc. Consulting
clients have included National Academy of Sciences, National Research Counsel
(NAS/NRC), Ciba-Geigy (now Novartis), American Home
Products, Electronics for Medicine, Diagnostic Data Inc. and numerous others.
David has a BS in Biology with a minor in Theater Arts from Bucknell University www.Bucknell.edu/. He holds an MS in
