Neo Queen Serenity is Usagi in the 30th century. She assumes the role of Queen of the Earth, instead of Queen of the Moon. She and Mamoru get married, so he's the King.
Sailor Pluto is the guardian of the Gates of Time. She can control time to some extent, but she'll die if she stops it. Her wand is the Time Staff, also called the Time Key or Garnet Scepter. It holds the Garnet Orb, which is one of the three Talismans.
