Captain Janeway of course decides not to, but Torres and a few others decide to go behind her back and get the technolgy anyway. The factor of having Tuvok at the last moment deciding to help Torres aquire the technolgy was quite excellent - The Interaction of the crew in this episode is also done quite nicely.
