The Red Ribbon Army was an unorganized group of idiots. The head of it, Commander Red wanted to find the Dragonballs so he could be taller. Assistant Black shoots Red right in the head, and takes over the RR. Only to be destroyed by Goku. Tao Pai Pai was not part of the RR Army. He was a hired mercenary who tried to kill Goku. He was later blown up by his own grenade that Goku kicked back at Korin's Tower.
