Issue #1:  Pow/Reb Designation

No one wants to change it significantly.  Everyone agrees SEC Champ should get special consideration.  Everyone wants a "power" to have demonstrated consistency.  So how 'bout:  we add "SEC Champ as a 5th criterion?  So ...

To be a power, school must fulfill at least 3 of the following 5 criteria:

  1.  Power the year before

  2.  Top 4, SEC regular season

  3.  Semifinal, SEC Tourney

  4.  SEC Champ

  5.  One NCAA Tournament victory
