Winter in Utsunomiya:
It does not snow often in Utsunomiya, mainly because it's on the Pacific side of the Japanese Alps. It snows a lot more on the Japan sea side (between japan and Korea), like in Quebec but with milder climat.
Unfortunatly, when it does, the whole city is paralysed by traffic jams created by the snow storm! It's a little normal considering that they don't know how to react to it!
