First, once you enter the embassy, bring up your map. You'll see the ambassador going (on his own) to one of the four rooms containing safes. Shadow him, and while he's inside opening the door of the safe, chloroform him and steal the briefcase. (and the chocolates, if you're hungry ) Stash the briefcase safely in the adjacent room, or bring it downstairs. It doesn't really matter.
NOW go strangle the general. (alternatively, you can take the poison from the weapons drop, steal the waiter's uniform and champagne glasses downstairs and serve him poisoned champagne. Just as fun!) Go back and retrieve your briefcase. If you call up your map, you'll see the Spetznaz agent fleeing the building. He'll try to find you once you're outside and intercept the briefcase, but he's dumb as mud, and you should be able to evade him easily.
