Meeting was called to order at 10:06 a.m.

Introductions.

PROGRAM:  Diane did a presentation on “How to do a Power Point Presentation”. Thank you Diane.

 

REPORTS:

·       CDE: Anna Borges reported on the new Vehicle Code Changes. Amendment on Sec 12517
Concerning the “S” Endorsement for school bus mechanics and school bus driver-trainees. Assembly Bill 1748, which is effective January 1, 2006,  allows a school bus mechanic or school bus driver trainee to operate a school bus with a restricted school bus (“S”) endorsement, rather than requiring a school bus certificate and an “S” endorsement, provided that no student passengers are transported. DMV is sending out a INDUSTRY MEMORANDUM with a written notification letter for your School Bus Mechanics and School Bus Driver Trainees, which will include a “restricted school bus endorsement validation card” that must be carried with their valid commercial driver license beginning January 1, 2006. Anna handed out copies of the Memorandum and Endorsement Letter. Any questions concerning this issue can be directed to DMV’s Commercial Driver License Manager, Ms. Rosemary Goldie, at (916) 657-8201.

The changes to the Telephone Interview for Instructor applicants are in place.     

The Applicant is given three codes to look up and asked to read them to the interviewer and interpret. Then the interviewer reads the applicant 3 codes, and asks the applicant to interpret.

 

Also the changes to the Dual Air System Class during the “Bus Driver Instructor Training Class” have started. This is the procedure the staff is trying at this point to see how it works; After the Dual Air Brake Class, a basic knowledge test of the Federal Requirements of a driver will be given this would also include draining the tanks separately if the bus is plumbed to be drained separately by the driver. If the instructor applicant does not pass the test,   will be given a second chance before the end of the Instructor Training Class if they fail a second time they will not be certified to instruct “Behind the Wheel”.

 

Instructors inquired about the Brake Board Presentation for an Instructor’s Council Meeting. Jeanette is going to set it up for our first meeting of the 2006-2007 School year, October 11. The Board is to remain in Sacramento all of January thru August for classes, so can only be scheduled for presentations September to December.

 

Anna wanted us to know Bob Austin is retired and living in San Diego.

Instructor’s In-service for San Diego will be in March of 2006, probably about the third week of March. We will receive a letter. In-service to include new Classroom Manual and updated pack for the Behind-the-Wheel Guide. This is a in-service for A and C Instructor’s.

  • CHP: Don Fields; Oceanside’s Officer reported on the “School Bus Driver of the Year”

            nominations. The area coordinators need to have the nominations in by January

            20, 2006. Each area needs to pick a driver.

OLD BUSINESS:

  • SOCIAL SECURITY CARD: Several Instructor’s are still concerned about the Social Security Card issue. Anna agreed this is not acceptable. Don Fields; Oceanside’s Officer volunteered to call CHP Area Coordinator; Glenn Oates to help clear this up.

 

NEW BUSINESS:

·       GENERAL DISCUSSION: Jeannette asked those present their opinion of having our April meeting on the second Wednesday of the month due to Spring Break. Our April Meeting will continue to be on April 12, 2006.

  • GOOD OF THE ORDER: School Bus Advisory is open for nominations.


·       TREASURY REPORT: $199.00 after 50/50 raffle today.
