At left is Admiral Robert Coontz, outgoing Chief of Naval Operations.
Coontz led the Navy during the Washington Conference of 1921-1922 which inaugurated the era of Treaty limitations.
At right is his successor, Rear Admiral Edward Eberle, about to begin his four year tour.
A former Acting CNO in 1918-1919, Eberle had helped plan the Navy's post-WWI demobilization.

attaining the rank of Fleet Admiral.

Commander Robert L. Ghormley (as a Lt. Cmdr.), Aide to the Asistant Secretary of the Navy, in 1923. As a Vice Admiral, Ghomrley would exercise overall command of the invasion of Guadalcanal in WWII.
