Following WWI, the Navy continued its plans to build a "Navy Second to None." By 1923, however, changing national priorities, and an international agreement signed at Washington in 1922, put a halt to much of this construction. Most capital ship construction was suspended, pending only final ratification of the Washington Treaty to be cancelled. While the US would build some cruisers later in the 1920's, it would be the early 1930's before it again built destroyers or battleships.
