Santo Sr. was a close associate of Meyer Lansky and Charlie Luciano in Cuba

He held court at the Columbia Restaurant in Ybor City

Although he was the first boss of the Tampa Mafia, he hung back in the shadows and let other figureheads, like Salvatore "Red" Italiano and James Lumia, take the spotlight. The FBI did not consider Santo Sr. the boss until June 6, 1950 after Lumia was killed in gangland murder.
