Devolution in Corsica and Brittany - from Scotia 15/08/00

[another Scotia list member stated] I note tonight, on the BBC World News, that Corsica's devolution 'breakthrough' is turning into a rather bloody affair with murders here, there and everywhere and that they're putting a direct descendant of Monsieur Bonaparte in to run the place as a 'calming measure'. A fine model for us to take heart from.

Rest assured that Corsica was mentioned only in a "how not to" manner. The violence has been going on for a long time and didn't suddenly erupt with the devolution breakthrough. The problem has been that a very sizeable portion of Corsica's population has never recognized the legitimacy of the French state and have not been able to use democratic means to change the island's constitutional status. This has lead to violence and gangsterism through things like the Union Corse. The problem lies in the centralizing Jacobin tendency of the French state which simply does not recognize internal administartive and cultural institional regional/national autonomy in the manner that Scotland retained its nationhood through having a separate legal system, education system and national church within the UK. The aim of the French state has always been to make Corsica as French homogenously as the area around Paris. This goes as far as forcing Corsicans to name their children with French names from a government approved list rather than registering their births with traditional Corsican names. The idea of having a separate Corsican football league and national team would be completely unthinkable in France. The move to devolution in Corsica is therefore much more difficult as it involves a much more radical paradigm shift in the culture of governance within the French state.
