Purge Bill File

This COBOL program "purges" the SIS bill file (Z$PRT:BBB312RPT.PRT). In this example, the following types of bills are removed so they will not be printed on the "special" ($$$) forms : students whose financial aid will cover the amount due and bills with a negative or zero amount.
