Ginsparg's e-print server named "arXiv.org" has been announced a no peer-reviewed e-server. Paper "Unification of Electromagnetism and Gravitation" by S. Shahverdiyev has not been allowed to appear in a daily listing two times.
"The first time (June 12, 2002) robot accepted the paper under number hep-th/0206096 which was withdrawn by an administrator referring to that I live in the USA not in Russia" says S. Shahverdiyev.
"Moreover, in the opinion of the moderator your material is of a little interest for hep-th readers" adds an administrator. This is a surprising opinion. Even in the Physics section of Yahoo people of different specialties has discussed this problem. "I do not know who is the moderator. The administartors have concealed it" said S. Shahverdiyev.
"The second time (June 20, 2002) (hep-th/0206182) they said that it seems to them that I have forged the origin of my own e-mail address [email protected]" said S. Shahverdiyev "Finally they require me to attach the new paper to the old one (hep-th/0205224) by replacing the old paper. The administrator who made this decision conceals his name which makes me and a lot of readers to suspect that something is wrong with the administrator ".
"On the other hand, we do have a restriction against posting one work in multiple small pieces. It appears that your recent attempt is not logically independent from the earlier one, and there are no length reasons for keeping them separate. Therefore it should be combined into hep-th/0205224 and posted as a replacement, as recommended above" writes an administrator.
The same paper has been submitted later to CERN Document Server(CDS). Both the new paper under number cern-ext 2002-050 and old one (hep-th/0205224) are in CDS and nobody tries to withdraw them or says that they are not logically independent. "In my opinion all papers on the same topic must be logically dependent. Unification of Electromagnetism and Gravitation has its own 80 years unsolved history. Therefore the solution of this problem certainly deserves to be published in a separate paper. " says the author.
"In the paper a unified model of Electromagnetism and Gravitation is proposed and this model predicts that electromagnetic field is a source for gravitational field" remarks S. Shahverdiyev "These results are absolutely different from the results of the old paper where General Geometry containing Riemannian and geometry underlying Electromagnetism is constructed. Attaching the new paper is equivalent to concealing its results because only few readers pay attention to replaced papers."
Usually, scientists replace papers with a new version where a few misprints corrected. Nobody can expect that replaced papers contain new results. As it can be demonstrated from arXiv.org almost all papers of a chosen scientist on one topic are logically dependent and they are separate papers published in a peer reviewed journals. Even peer- reviewed journals do not have requirement of being logically independent for submitted papers. And as follows from arXiv.org website it also does not have such a requirement. Moreover a lot of scientists put their conference talks which have the same results as previously submitted corresponding papers.
Even, the following paper hep-th/0208201 is extended version of hep-th/0207274 and hep-th/0208072 as it is noted in the comments field by its author. So, even extended versions of previously submitted papers are allowed to appear as a separate posting.
The following questions remain open.
Who is the moderator of the e-print server?
Who writes anonymous letters from [email protected]?
What is behind of all those imaginary reasons given by administration of the e-print server?
