FRUSTRATED SCHOOLS POLICE OFFICERS UNION DECLARES IMPASSE

On May 5, 2003, after 10 months at the negotiation table, Fraternal Order of Police (FOP) Lodge 133, representing the sworn law enforcement officers of the Miami-Dade Schools Police Department (MDSPD), declared Impasse in their negotiations with the Miami-Dade County School Board.  Each year, MDSPD officers are held to an ever increasing standard of excellence, but these same officers� salaries continue to lag well behind most agencies in South Florida.

For the past year, School Board representatives have come to the table not willing to talk about economics while claiming the cupboard is bare,� said FOP Lodge President Ian Moffett.  �The cupboard might be bare, but there are plenty of drawers that are full.�

School Board Police Officers represent the fifth largest police agency in Miami-Dade County with 191 sworn officers. Union officials estimate nearly 30 officers are actively processing with other agencies due to low pay.  �The price of safety in our schools is not free,� Moffett added.

IMPASSE UPDATE

FOP Lodge 133 filed to bypass the appointment of a Special Master to the Impasse issue and deal directly with the School Board.  This will allow the union to address the issues with the Board and eliminate time dealing with a Special Master who can only issue a non-binding opinion.  The Board has until Friday, May 16, 2003, to reply.

IMPASSE UPDATE

Management has spoken!  Management has filed to use a Special Master for the Impasse issue. This time delaying strategy prevents the FOP from dealing directly with the School Board.  What is Management afraid of ?  The truth perhaps ? The FOP has identified a significant amount of unspent money Management was supposed to use for the security and safety of the students.  What DID they use that money for ?
