I have a good feeling that depositfiles.com divies out the slowest download speed by country. If you are in a country that has a lot of gold members then you get a faster download as a non-gold member. However if you are in one that has few you get the slowest of slow.
Reminds me of some of the other providers. WHen I try one of them they tell me all the slots in your country are in use, please try later...even if I try in the middle of the night, all slots are full...maybe there is only one slot for my country lol
