CONSTITUTION (2003 Revision)

SECTION I GENERAL

Article 1 : Name
The name of the Association in full shall be .The Students・ Association of St. Bonaventure College & High School・.

Article 2 : Purpose
The Purposes of the S.B.S.A. shall be:
(1) to promote friendship and co-operation among students;
(2) to better the relationship between the school authorities and students;
(3) to promote the general welfare of the student body;
(4) to initiate and promote the interest and participation of students in recreational, cultural and sports activities as well as social affairs.

Article 3 : The Principal shall be the governor of the S.B.S.A.

Article 4 : English and Chinese shall be the Official languages of the S.B.S.A.

Article 5 : The office of the S.B.S.A. shall be in the school, i.e. the .Students・ Association Room・ on the first floor.


Section II Membership

Article 1 : The present students of the school shall automatically be members of the S.B.S.A.

Article 2 : All members of the S.B.S.A. shall pay the prescribed annual fee of $20 of any amount to be approved by E.L.B.

Article 3 : No members shall be allowed to withdraw from the S.B.S.A. by himself unless he leaves the school.

Article 4 : All teaching and administrative staff of the school shall be eligible for Honorary membership.

Article 5 : The Students・ Association Adviser (S. A. Adviser) and Assistant S.A. Advisers who are staff of the school, shall be appointed by the Principal. The S.A. Adviser, Assistant S.A. Advisers and Lodge Advisers are the representatives of teaching and administrative staff to students, and the intermediaries between students and the school authorities.


SECTION III PRESIDENT

Article 1 : The President of the S.B.S.A. shall have the right to choose members from class representatives of the S.B.S.A. for organizing his cabinet.

Article 2 : The President, with the help of the cabinet, is responsible for administering the S.B.S.A. from October to September of the next academic year.


SECTION IV CABINET

Article 1 : The cabinet of the S.B.S.A. shall be composed of a Vice-President, Internal Secretary, External Secretary, Treasurer, Secretary of Press and Secretary of Sports.
(1) The Vice-President shall be the Chief assistant of the President, and shall act on behalf of the President when the president is absent or dismissed.
(2) The Internal Secretary shall be responsible for all official correspondence of the S.B.S.A., keep the official documents and records of the S.B.S.A., make agendas and minutes of all meetings of the S.B.S.A. and look after the welfare of the students.
(3) The External Secretary shall be responsible for the upkeep of the property of the S.B.S.A. and the liaison with other school student Associations.
(4) The Treasurer shall be the bookkeeper and be responsible for the paying-in and paying-out of the S.B.S.A.
(5) The Secretary of Press shall issue and check all official press releases and posters of the S.B.S.A., and be in charge of the propaganda of the school and the school newspaper.
(6) The Secretary of Sports shall be responsible for all sports affairs of the S.B.S.A.

Article 2 : No officers of the S.B.S.A. in office shall be a lodge officer unless the right to do so is granted by the school authority.

Article 3 : The Principal shall have the power to dismiss any officer considered unsuitable.


SECTIO V ELECTTION

Article 1 : All Form 6 students shall be eligible for being nominated for the Presidency of S.B.S.A.
Article 2 : All Form 2 to Form 7 students shall be entitled to universal suffrage. Each elector shall have ONE vote only at the election.

Article 3 : The candidate who gains a simple majority of votes at the election shall be the President of the S.B.S.A.

* Other rules and procedures of election shall be referred to the .Appendix・ for Election of the President of the S.B.S.A.


SECTION VI CONGRESS

Article 1 : Status
The Congress of the S.B.S.A. shall be the sole representative of the student body as a whole in affairs both inside and outside the school with the approval of the Principal. The Congress of the S.B.S.A. shall be responsible to the school authorities represented by the Principal of the school, and the student body. The decision of the Congress of the S.B.S.A. shall possess a higher authority than the decision of any other student organization in the school in all matters concerning the students as a whole.

Article 2 : Officers
The Congress of the S.B.S.A. shall be composed of the President of the S.B.S.A., cabinet of the S.B.S.A., Captains of the four lodges, representatives of the four service teams (Prefects・ Association, Health Warden Committee, Road Safety Patrol, Library Service Team) and all class representatives. The President of S.B.S.A. shall be the Chairman of the Congress of the S.B.S.A.

Article 3 : The Congress of the S.B.S.A. shall have the right to give a vote of censure on its officer who infringes the Constitution of the S.B.S.A., neglects his duty or behaves improperly. The officer on whom the vote of censure is given shall resign accordingly.

Article 4 : Any motion to discuss the discontinuance of officers・ office be carried only by two-thirds of the quorum.

Article 5 : Meeting
(1) The Congress of the S.B.S.A. shall hold meeting in the presence of the S.A. Adviser. At the meeting, the S.B.S.A. shall announce the work, activities and financial reports, and propose the projects of future work and activities.
(2) The President of the S.B.S.A. shall convene extraordinary meetings for the Congress of the S.B.S.A. when considered necessary, and must convene extraordinary meeting within a week of the date that one-third of the members of more of the Congress of the S.B.S.A demand so.
(3) The Internal Secretary of the S.B.S.A. should keep file of all minutes.

Article 6 : Any new motion of meeting of the Congress of the S.B.S.A. shall be mentioned to the S.A. Adviser a day before its introduction. Then he may explain the matter concerned to the school authorities.

Article 7 : The S.A. Adviser of Assistant S.A. Advisers of Assistant shall attend every meeting of the Congress of the S.B.S.A. to show the importance of such meeting.

Article 8 : Any officer of the Congress of the S.B.S.A. who requests absence from meeting of the Congress of the S.B.S.A. shall give the reasons and ask for the permission of the S.A. Adviser before the meeting, or he shall be subject to sanction by the S.A. Adviser.

Article 9 : A resolution that the S.B.S.A. be wound up shall be a special resolution. A special resolution would be subject to the final approval of the Principal. The assets of the S.B.S.A. would then be liquidated for charity purposes.

Article 10 : An Ad-hoc Executive Committee consisting of Captains of the four lodges and representatives of the four service teams shall be entitled to run the cabinet of the S.B.S.A. for the current academic year if there is no candidate elected to run the office of the President of the S.B.S.A. or under other reasons that the cabinet cannot function properly.
SECTION VII GENERAL MEETING.

Article 1 : The S.B.S.A. shall convene General Meeting for all members of the S.B.S.A. whenever necessary.

Article 2 : A motion shall be carried by a simple majority of votes at General Meeting.

Article 3 : The business of every General Meeting shall be to adopt the minutes of the last General Meeting.

Article 4 : Notice and agenda of every General Meeting shall be put up at least two days before the Meeting is held.

Article 5 : For all purpose the quorum for a general meeting shall be one-third of the members present in person.


SECTION VIII RESERVE FUND

Article 1 : The annual surplus of the S.B.S.A. shall be deposited in the reserve fund of the S.B.S.A. The reserve fund shall be appropriated when considered necessary and approved by the Congress of the S.B.S.A.


SECTION IX LODGES

Article 1 : General
The four lodges (Dragon, Lion, Tiger, & Unicorn)
of the school shall be organizations of common aims and functions. The purpose shall be to promote the co-operative and competitive spirits of the whole student body on academics and sports.

Article 2 : All new students of the school shall be assigned to the four lodges respectively by the staff. No students shall be allowed to transfer his lodge membership.

Article 3: Officers
(1) There shall be five officers (Captain, Vice-Captain, Treasurer, General Secretary and Secretary of Activities) in each lodge
Only Form 3 to Form 7 students shall have the right to run for the posts of lodge officers. The elected officers should be approved by the school authorities.
(2) No lodge in officers shall be an officer of the Cabinet of the S.B.S.A. unless the right to do so is granted by the school authority.


Article 4: Captain
(1) The Lodge Captain shall be one of the officers of the Congress of the S.B.S.A.
(2) The Lodge Captains shall voice the students・ opinions in the Congress of the S.B.S.A. and assist the S.B.S.A. in the matters concerning the students.
(3) The Lodge Captain shall be elected by open elections or other ways deemed appropriate by the Lodge Advisers.

Article 5 : The Lodge Advisers shall be appointed by the Principal and co-operate with the S.A. Adviser and Assistant S.A. Advisers. The Lodge Advisers, S. A. Adviser and Assistant S.A. Advisers are the representatives of teaching and administrative staff to students and the school authorities.

Article 6 : The Lodge Advisers shall attend every meeting of their lodges respectively.

Article 7 : The four lodges shall propose their annual financial budgets in October, and announce their financial reports in May in the same academic year. The four lodges shall present the documents concerned to the President of the S.B.S.A. within one week before the announcement

Article 8 : Each lodge shall keep in record of its proceedings.
The members・ yeas and nays of each lodge on any question shall, at the desire of one-third of those present, be entered in the record of meeting. Report of a meeting shall be submitted to the President of the S.B.S.A. within one week of the date of the meeting.

SECTION X CLUBS

Article 1 : All clubs in the school are extracurricular bodies which shall be established in accordance with the students・ interests on academics and sports. The purpose shall be to provide students with various wholesome academic and recreational activities.

SECTION XI CLASS REPRESENTATIVES

Article 1 : The Class Chairman of Form 1 to Form 7 and one other Class Officer of each class of Form 4 to Form 7 shall become class representatives of the S.B.S.A. automatically.

Article 2 : All class representatives shall be officers of the Congress of the S.B.S.A.


SECTION XII CONSTITUTION

Article 1 : The constitution of the S.B.S.A. shall be interpreted in English.

Article 2 The constitution of the S.B.S.A. shall be altered or amended only when considered necessary by the congress of the S.B.S.A. Amendment made by the congress of the S.B.S.A. shall be subject to the approval of the Principal.


APPENDIX FOR ELECTION OF THE PRESTIDET OF THE S.B.S.A.

Article 1 : Only Form 4 to Form 7 students shall be eligible for nominating candidates for the Presidency of the S.B.S.A.

Article 2 : Each student・ shall only nominate one candidate.

Article 3 : Each nomination shall be supported by three seconders.

Article 4 : All nominations shall be made before 15th September of each academic year.

Article 5 : Each elector shall have one vote at the election.

Article 6 : Electors shall elect in Form of Secret voting.

Article 7 : A Committee for Electoral Supervision shall be set up to supervise the election. The Committee shall be composed of the S.A. Adviser, President of the S.B.S.A. and his cabinet.

Article 8 : Each candidate shall be given at least one opportunity which should be arranged by the Committee for Electoral Supervision to present his proposed policy to the whole student body.

Article 9 : All candidates shall use authorized posters for personal propaganda within the election month of September.

Article 10 : Election shall be held at the first lesson period of the school day designated by the Committee for Electoral Supervision.

Article 11 : Form teachers and class representatives shall be required to supervise the election held in their respective classrooms.

Article 12 : All ballot-boxes shall be taken back to the committee for Electoral Supervision immediately after the election.

Article 13 : The committee for Electoral Supervision shall supervise the procedure of vote counting.
