UN RESOLUTION SUMMARY

Resolution 444 (19 January 1979) --  Condemns Israel’s lack of cooperation with the UN Interim Force, and Israel employing irregular armed groups in Lebanon, and thus renews UN Interim Force 5 more months.

  • "3. Expresses its satisfaction with the declared policy of the Government of Lebanon and the steps already taken for the deployment of the Lebanese army in the south and encourages it to increase its efforts in co-ordination with UNIFIL to re-establish its authority in that area;
  • 5. Calls upon the Secretary-General and UNIFIL to continue to take all effective measures deemed necessary in accordance with UNIFIL's approved guidelines and terms of reference as adopted by the Security Council and invites the Government of Lebanon to draw up, in consultation with the Secretary-General, a phased programme of activities to be carried out over the next three months to promote the restoration of its authority;"

Resolution 459 (19 December 1979) --  Takes note of Lebanon’s efforts to cooperate with the UN in regaining control over its own land as per UN Security Council Resolution 425, and its efforts to protect historic sites around Tyre as per the Hague Conventions of 1954. Calls for a cease-fire, and cooperation of the involved states with the UN Interim Force (UNIFIL). Decides to renew the UNIFIL charter for 6 more months. Reaffirms the General Armistice agreement of 1949 between Lebanon and Israel, and to facilitate implementation of resolution 425, decides to reactivate the Mixed Armistice Commission to support efforts of UN Truce Supervision Organization. Urges all member-states to exert influence where they can, on the involved parties to cooperate with the UNIFIL.

 "Reaffirming its call for the strict respect for the territorial integrity, unity, sovereignty and political independence of Lebanon within its internationally recognized boundaries, and welcoming the efforts of the Lebanese Government to reassert its sovereignty and restore its civilian and military authority in southern Lebanon,
  • 4. Takes note of the determination of the Government of Lebanon to draw up a programme of action in consultation with the Secretary-General to promote the restoration of its authority in pursuance of resolution 425 (1978);
  • 5. Takes note also of the efforts of the Government of Lebanon to obtain international recognition for the protection of the archaeological and cultural sites and monuments in the city of Tyre in accordance with international law and the Hague Convention of 1954, which considers such cities, sites and monuments as a heritage of interest of all mankind;
  • 6. Reaffirms the validity of the General Armistice Agreement between Israel and Lebanon in accordance with its relevant decisions and resolutions and calls upon the parties, with the assistance of the Secretary-General, to take the necessary steps to reactivate the Mixed Armistice Commission and to ensure full respect for the safety and freedom of action of the United Nations Truce Supervision Organization;"

Resolution 517 (4 August 1982) --  “Deeply shocked by the deplorable consequences of the Israeli invasion of Beirut on 3 August 1982”, the Security Council once again demands an immediate cease-fire, and censures Israel for failing to comply with the relevant UN Resolutions. The Security Council takes note of the PLO decision to remove its troops from Beirut, but calls upon Israel to move its troops back to positions held as of the cease-fire call.

Resolution 1310 (27 July 2000) --  Responding to Lebanon government, decides to extend mandate of UN Interim Force for another 6 months, and reiterates support for the territorial integrity, sovereignty and political independence of Lebanon, and welcomes that Israel has reversed all violations of the Blue Line of withdrawal, and return of Lebanon government to its territorial authority.

Endorses the understanding, mentioned in the report of the Secretary-General of 20 July 2000, that the Force will deploy and function fully throughout its area of operations and that the Government of Lebanon will strengthen its presence in this area, by deploying additional troops and internal security forces;
  • 6. Calls on the Government of Lebanon to ensure the return of its effective authority and presence in the south, and in particular to proceed with a significant deployment of the Lebanese armed forces as soon as possible;
  • 7. Welcomes the establishment of checkpoints by the Government of Lebanon in the vacated area, and encourages the Government of Lebanon to ensure a calm environment throughout the south, including through the control of all checkpoints;"

Resolution 1337 (30 January 2001) --  Reaffirming its UN Security Council Resolution 1308 (2000) and that Israel had withdrawn as per UN Security Council Resolution 425 (1978), but responding to the request of the Lebanon rep., decides to extend mandate of UN Interim Force another 6 months, returning its personnel to recommended operational levels, while supporting the government of Lebanon returning to full authority over the land, but condemns the continuing violence.

  • "5. Calls on the Government of Lebanon to ensure the return of its effective authority and presence in the south, and in particular to increase the rate of the deployment of the Lebanese armed forces;
  • 6. Welcomes the establishment of checkpoints by the Government of Lebanon in the vacated area, and encourages the Government of Lebanon to ensure a calm environment throughout the south, including through the control of all checkpoints;"

Resolution 1461 (30 January 2003) --  Recalling Israeli withdrawal, and that the UN Interim Force (UNIFIL) has fulfilled 2/3 of its mission, and UN Security Council Resolution 1308 (2000), and responding to the request of the Lebanon government, decides to renew mandate of UNIFIL 6 months and supports Lebanese government return to full authority.  Calls on both parties to assure UNIFIL full freedom of movement, and respect the withdrawal line.  Condemns ongoing violence, but welcomes the de-mining efforts of UNIFIL, and cooperation with the United Nations Truce Supervision Organization.

Commends the Government of Lebanon for taking steps to ensure the return of its effective authority throughout the south, including the deployment of Lebanese armed forces, and calls on it to continue to extend these measures and to do its utmost to ensure a calm environment throughout the south;
  • 10. Welcomes the continued contribution of UNIFIL to operational demining, encourages further assistance in mine action by the United Nations to the Government of Lebanon in support of both the continued development of its national mine action capacity and emergency demining activities in the south, commends donor countries for supporting these efforts through financial and in-kind contributions and encourages further international contributions, takes note of the communication to the Government of Lebanon and UNIFIL of maps and information on the location of mines and stresses the necessity to provide the Government of Lebanon and UNIFIL with any additional maps and records on the location of mines;
  • 11. Requests the Secretary-General to continue consultations with the Government of Lebanon and other parties directly concerned on the implementation of this resolution and to report thereon to the Council before the end of the present mandate as well as on the activities of UNIFIL and the tasks presently carried out by the United Nations Truce Supervision Organization (UNTSO);"
