UN RESOLUTION SUMMARY

Resolution 427 (3 May 1978) --  Deplores attacks on the UN Interim Force, and calls on all to respect the Force. Approves increasing strength of UN Interim Force from 4000 to 6000. Takes note of Israeli withdrawal so far, and calls on Israel to complete its withdrawal.

  • "1. Approves the increase in the strength of the United Nations Interim Force in Lebanon requested by the Secretary-General from 4,000 to approximately 6,000 troops;
  • 4. Deplores the attacks on the United Nations Force that have occurred and demands full respect for the United Nations Force from all parties in Lebanon."

Resolution 434 (18 September 1978) --  Commending UN Interim Force (UNIFIL) for its performance in implementing UN Security Council Resolution 425, and grieved at loss of life of its member-troops. Noting the obstacles the Force faces, and in response to Lebanon’s difficulty re-establishing control over its own territory (as per Resolution 425), the Security Council renews the mandate of the UN Interim Force for 4 more months and calls upon Israel, Lebanon and others to cooperate with the efforts of the UNIFIL to implement UN Security Council Resolutions 425 and 426.

"Commending the outstanding performance of the United Nations Interim Force in Lebanon in seeking to carry out its mandate as established in resolutions 425 (1978) and 426 (1978),

Deeply grieved at the loss of life suffered by the Force,

Conscious of the progress already achieved by the Force towards the establishment of peace and security in Southern Lebanon,

Noting with concern that the Force has encountered obstacles in deploying freely throughout its area of operation and that it has not been possible as yet for the Lebanese Government fully to restore its authority over all its territory in accordance with resolution 425 (1978),

Acting in response to the request of the Lebanese Government,

  • 1. Decides to renew the mandate of the United Nations Interim Force in Lebanon for a period of four months, that is, until 19 January 1979;
  • 2. Calls upon Israel, Lebanon and all others concerned to co-operate fully and urgently with the United Nations in the implementation of Security Council resolutions 425 (1978) and 426 (1978);"

Resolution 436 (6 October 1978) --  Calls upon all states involved in the conflict to cease fire and respect Lebanon’s territory and sovereignty. Calls upon all states involved to allow International Committee of the Red Cross into combat area to evacuate wounded and provide humanitarian assistance.

"Noting with grave concern the deteriorating situation in Beirut and its surroundings,

Deeply grieved at the consequent loss of life, human suffering and physical destruction,

  • 1. Calls upon all those involved in hostilities in Lebanon to put an end to acts of violence and observe scrupulously an immediate and effective cease-fire and cessation of hostilities so that internal peace and national reconciliation may be restored based on the preservation of Lebanese unity, territorial integrity, independence and national sovereignty;
  • 2. Calls upon all involved to allow units of the International Committee of the Red Cross into the area of conflict to evacuate the wounded and provide humanitarian assistance;"

Resolution 459 (19 December 1979) --  Takes note of Lebanon’s efforts to cooperate with the UN in regaining control over its own land as per UN Security Council Resolution 425, and its efforts to protect historic sites around Tyre as per the Hague Conventions of 1954. Calls for a cease-fire, and cooperation of the involved states with the UN Interim Force (UNIFIL). Decides to renew the UNIFIL charter for 6 more months. Reaffirms the General Armistice agreement of 1949 between Lebanon and Israel, and to facilitate implementation of resolution 425, decides to reactivate the Mixed Armistice Commission to support efforts of UN Truce Supervision Organization. Urges all member-states to exert influence where they can, on the involved parties to cooperate with the UNIFIL.

"Acting in response to the request of the Government of Lebanon and noting with concern the continued violations of the cease-fire, the attacks on UNIFIL and the difficulties in implementing Security Council resolutions,

Expressing its anxiety about the continued existence of obstacles against the full deployment of the Force and the threats to its very security, its freedom of movement and the safety of its headquarters,

  • 2. Expresses its support for the Secretary-General's efforts to consolidate the cease-fire and calls upon all parties concerned to refrain from activities inconsistent with the objectives of UNIFIL and to co-operate towards the fulfilment of these objectives;
  • 6. Reaffirms the validity of the General Armistice Agreement between Israel and Lebanon in accordance with its relevant decisions and resolutions and calls upon the parties, with the assistance of the Secretary-General, to take the necessary steps to reactivate the Mixed Armistice Commission and to ensure full respect for the safety and freedom of action of the United Nations Truce Supervision Organization;
  • 7. Highly commends the performance of the Force and its commander, and reiterates its terms of reference as set out in the Secretary-General's report of 19 March 1978 (S/12611) and approved by resolution 426 (1978), in particular, that the Force must be enabled to function as an efficient military unit, that it must enjoy freedom of movement and communication and other facilities necessary for the performance of its tasks and that it must continue to be able to discharge its duties according to the above-mentioned terms of reference, including the right of self-defence;
  • 8. Urges all member States which are in a position to do so to continue to bring their influence to bear on those concerned, so that the Force can discharge its responsibilities fully and unhampered;
  • 9. Decides to renew the mandate of the Force for six months, that is, until 19 June 1980;
  • 10. Reaffirms its determination, in the event of continuing obstruction of the mandate of the Force, to examine practical ways and means in accordance with relevant provisions of the Charter of the United Nations to secure the full implementation of resolution 425 (1978);"

Resolution 512 (19 June 1982) --  Deeply concerned about the suffering of the Lebanese and Palestinian civilian populations, the Security Council calls upon all parties to the conflict to respect the rights of the civilian populations, and to cooperate with the international and UN relief agencies in alleviating their suffering. Calls upon all member-nations to assist these agencies in their tasks.

"Referring to the humanitarian principles of the Geneva Conventions of 1949 and to the obligations arising from the regulations annexed to the Hague Convention of 1907,

Reaffirming its resolutions 508 (1982) and 509 (1982),

  • 1. Calls upon all the parties to the conflict to respect the rights of the civilian populations, to refrain from all acts of violence against those populations and to take all appropriate measures to alleviate the suffering caused by the conflict, in particular, by facilitating the dispatch and distribution of aid provided by United Nations agencies and by non-governmental organizations, in particular, the International Committee of the Red Cross (ICRC);
  • 3. Stresses the particular humanitarian responsibilities of the United Nations and its agencies, including the United Nations Relief and Works Agency for Palestine Refugees in the near East (UNRWA), towards civilian populations and calls upon all the parties to the conflict not to hamper the exercise of those responsibilities and to assist in humanitarian efforts;"

Resolution 513 (4 July 1982) --  Alarmed by the suffering of the Lebanese and Palestinian civilian populations in Southern Lebanon and Beirut, and referring to the humanitarian principles of the Geneva Conventions of 1949 and Hague Conventions of 1905, and reaffirming UN Security Council Resolutions 508, 509, and 512, the Security Council calls for all parties of the conflict to respect the civilian population, and to cooperate with the international and UN relief agencies toward the restoration of normal supplies of food, water, electricity and medical provisions.

"Referring to the humanitarian principles of the Geneva Conventions of 1949 and to the obligations arising from the Regulations annexed to the Hague Convention of 1907,

Reaffirming its resolutions 508 (1982), 509 (1982) and 512 (1982),

  • 1. Calls for respect for the rights of the civilian populations without any discrimination and repudiates all acts of violence against those populations;
  • 2. Calls further for the restoration of the normal supply of vital facilities such as water, electricity, food and medical provisions, particularly in Beirut;"

Resolution 518 (12 August 1982) --  Recalling UN Security Council Resolutions 508, 509, 511, 512, 513, 515, 516 and 517, demands Israel and the other parties to the conflict observe the UN Resolutions calling for a cease-fire, and allow the relief supplies to get through to the civilian population in Beirut. The Security Council demands Israel cooperate with the UN observers.

"Recalling its resolutions 508 (1982), 509 (1982), 511 (1982), 512 (1982), 513 (1982), 515 (1982), 516 (1982), and 517 (1982),

Expressing its most serious concern about continued military activities in Lebanon and, particularly, in and around Beirut,

  • 1. Demands that Israel and all parties to the conflict observe strictly the terms of Security Council resolutions relevant to the immediate cessation of all military activities within Lebanon and, particularly, in and around Beirut;"

Resolution 542 (23 November 1983) --  Deeply concerned about the intensification of fighting and the deplorable loss of life in Northern Lebanon, the Security Council requests all parties to immediately accept a cease-fire, and cooperate with international relief agencies helping civilian populations around and in Tripoli.

"Deeply concerned by the intensification of the fighting, which continues to cause much suffering and great loss of human life,

  • 1. Deplores the loss of human life caused by the events taking place in northern Lebanon;
  • 3. Requests the parties concerned immediately to accept a cease-fire and scrupulously to observe the cessation of hostilities;
  • 4. Invites the parties concerned to settle their differences exclusively by peaceful means and to refrain from the threat or use of force;"
