| -16- 8. Conceptual Park Plan With reference to Map. No. 9, a conceptual preliminary design is included to portray the possible cultural, historical and recreational utilization of the land if acquired for park purposes. The park would include the restoration of an operational mill similar to the one constructed by Louis Riel Sr., the restoration of the Riel homestead, to be used a Riel Library and Interpretive Centre, a picnic site adjacent to the millpond and a children�s Creative Playground. A small restaurant and washrooms would be included on the site. The Riel Park node would be fully integrated into any future park waterway development extending along the Seine River, utilizing a network of bicycle paths, pedestrian trails and cross-country ski routes, linked on both sides of the river by footbridges. The restaurant and washrooms would be winterized to serve as a rest stop and shelter for summer and winter, land or water travellers (canoeists). Access by automobile to the proposed park is excellent via St. Anne�s Road, the Perimeter Highway and a new east-west transportation corridor to be constructed some five or six hundred feet downstream from the mill and park site. A small parking lot would be constructed near St. Anne�s Road, to accommodate the automobile public. |
