The GAP, launched in 1985, with the objective of bringing water quality of river Ganga and its tributaries to bathing levels, was not able to achieve its objectives, despite a total expenditure of Rs 901.71 crore over a period of 15 years.

   There were shortfalls in allocation of resources. Of the total domestic sewage of 5044 mld, in 110 towns selected for pollution abatement along the banks of river Ganga and its tributaries, the GAP addressed itself to process only 2794 mld. The reported achievement of the participating States was 1095.69 mld, i.e. only 39 per cent of truncated target. The assets created in the Scheme suffered impairment and closure because of technical design flaws, inter se mismatch of the schemes and their components, problems in land acquisition, contract mismanagement, lack of adequate maintenance, and in general because of lackadaisical attitude of the States and their implementing agencies. Technologies adopted by the NRCD for construction of STPs were often questionable inasmuch as they could not adequately address the problem of reducing bacterial load in the river to the desired level. The NRCD has abandoned the crucial activity of monitoring the water quality monitoring on river Ganga since September 1999, reportedly for want of funds, and deprived itself of a key instrument of overall performance monitoring of the GAP. The NRCD could not show to Audit any satisfactory recorded evidence that it discharged its coordinating and monitoring functions properly vis-à-vis the participating States and the implementing agencies. The Ministry of Environment and Forests needs to: seriously review the implementation of the entire GAP; evolve a financing arrangement whereby the States and the implementing agencies develop a more involved stake in creation of assets, their maintenance, and their functionality at all times; revive and strengthen technical and administrative monitoring to ensure the value for money of assets created at great public expense; and, not the least, facilitate competent technological support for optimum utilisation of resources.

 

 

                  What I Suggest ? 

 

  The Ganga Action Plan is a total failure.

  In order to resolve this big issue, we need to ensure the active participation of Common man of Indian.

  Its very strange, however very true that haridwar from where the GAP projects started, you can easily see that sewage is still    flowing into the river.

 We are required to aware people about the fact that if the pollution level of rivers will continue to grow, then surely there comes a  day when third world war begin because of shortage of drinking water.

  Due to global warming the situation becomes more critical. The glaciers are melting with a drastic rate and the result will come as the increase in the sea water level. Rivers like Ganges will become disappear in this situation as they emerges from glaciers.

  This result as a big economical and social loose of complete world because countries like India, Bangladesh and china are depend upon the rivers emerges from Himalayan glaciers.

  As we want to rescue our rivers, we need to follow a planned action.  Various social an environmental agencies should have to join hands because global warming, water pollution both are inter related.

  We need to first ensure to make plans to slow down the melting rate of glaciers due to global warming or due to man made situations like increase of population in hilly areas.

  Need to include include local people and ask them for active participation, specially students. We can ask them to survey there local area and report us about any location or industry which are dumping sewage into the river.

  There after its governments duty to make sure that those industries are not allowed to continue there work. Issue notice to those person and industries and ask them why their license should not be canceled as they continue to pollute rivers.

  Until unless government will take strong action again these industrialists, everything is a waste.

  First make sure that anyone who is polluting rivers should be punished and then there is need to start cleaning of rivers.

  To make this plan of action successful, we need active participants who are willing to spend there time and will make corruption free attempt.
