Naxalite war against India -- Analysis by South Asia Terror Watch

Five policemen were killed and two injured in a land mine blast in Nagpur , Indian State of Maharastra , triggered by a group of Naxalities near Tadgaon in Gadchiroli district, police here said on Friday. The blast occurred when the policement, during and intensive patrolling in the forest got down to "clear the road" approaching a small bridge, special inspector general of police, Nagpur range Pankaj Gupta said. The bodies of the policement killed in the blast have been recovered. The deceased were identified as Pandu Tukka Duga (27), Pandurang Atram(27), Dooraj Tapole (27 and a new recruit Manohar Gawade (22), he said.

The country is dealing with not one but two wars within its own borders. The first as we all know is the rising threat of Islamic terrorism, but the second often overlooked dimension to this internal war, is that of the Naxalite terrorists, who are bred and sustained by the Communists of India , CPI (ML) . The present day scenario is even more sinister as both of these anti national groups have begun conspiring in an elaborate pattern of mayhem and terror which now threatens to overpower India at the grassroot level.

The term "Naxalite" is derived from Naxalbari in the northern region of Western Bengal where, under the leadership of Kanhu Sanyal, the concept of "forcible protest against the social order relating to holding of property and sharing of social benefits" originated. The Naxalite movement itself was formed for the purported purpose of "organizing peasants to bring about land reform through radical means including violence"! The primary instigator of the terrorist nature of Naxalite uprisings was Charu Mazumdar who in 1965, began developing what he termed "revolutionary opposition" He began training the cadre of the Darjeeling district committee of the CPM in a radically different line. In his writings, Mazumdar stressed that the revolution in India must follow the path charted by Mao for revolution in "oppressed countries--the path of protracted people's war and surrounding the cities from the countryside." As a consequence of his highly harmful ideas, there was armed struggle in Naxalbari in the spring of 1967. Land was brutally occupied in the name of the peasants' committees, all the land records were burnt, upper castes were murdered in cold blood, as the armed bands of Naxalites wandered around looting villages and imposing "revolutionary rule" on the villages. In other words, the era of a virulent armed Mafia, posing as the protectorate of the people had emerged!

In July 1972 Charu Mazumdar was arrested in Calcutta. On the night of July 27-28 he died at the hands of the police. After Mazumdar's death, bickerings and divisions led to the breakup of the group and resulted in the fragmented groups of armed marauders who went around the country oppressing the very people, they were claiming to save from the "imperialists and capitalists". Since the early 1970s, the terrorist arms of the Naxalites have spread out to parts of Bihar, Orissa, Madhya Pradesh, and as far as the southern state of Andhra Pradesh. They are especially powerful in states where the Congress Party is strong.

Killing of Madhya Pradesh Transport Minister Lakhiram Kaware (Congress) has led to the some uncomfortable questions being asked about the lack of security provided by the Congress government in that state. The event is a clear pointer to the abysmal condition of law and order in the Congress ruled state. The fact that the Naxalites dared to target a minister at his own residence indicates that they had no fear of the law enforcement authorities. This is because in the state of Madhya Pradesh, it is the police who are on the run from Naxalites instead of it being the other way around! At least 100 of the 130 people who have lost their lives in Naxalite related violence, this year alone were policemen! Most of them were blown up in landmine explosions. In one month alone, 25 policemen, including an additional SP, were killed by the PWG men. The incident at Dantewara in October 1998, where 16 policemen were hacked to death, was one of the bloodiest instances so far.

The responsibility for the uncontrollable menace posed by Naxalite terrorism rests fully with the Congress administration which consistently labels it a ``social evil'' instead of the terrorist activity that it is. In reality over nine districts such as - Bastar, Dantevara, Kanker, Rajnandgaon, Khandwa, Balaghat, Mandla, Dindori and Sarguja - which are completely controlled by Naxalite terrorists. This frightening refusal to hold the Naxalites to book, is simply because of the fact that a huge majority of the Congress politicians are closely allied with the Naxalites themselves!! The Naxalites have created several NGOs who fund the elections of these Congress politicians and during election times, arrange the entire rigging process which is imposed at gun point on the hapless public in rural areas. In addition several of these Naxalite groups interact with the Islamic Mafia, which uses their services to carry on their narco-terrorism and destabilization of India. Many of the Naxalites even receive special instructions and are provided weapons by Pakistan's ISI when required.

This new nexus between the Islamic terrorists and the Naxalite ones, poses a severe danger to the safety and integrity of India. The two ideologies of Communism and Islam have much in common, when compared within the context of individualism. The idea of individualism spells anathema to both movements and this shared animosity provides the basis for Communists and Islamists to collude. Both intolerant ideologies sanction and encourage the use of violence to impose their worldview on "non-believers" who do not agree with them. But perhaps the most troubling commonality between the two is in the evident fact that followers of Islam and Communism have no concept of Nationalism at all. They are committed to only their ideologies and have no hesitation in harming the nation if it is required to impose their views.

The history of the Communist Movement in India is replete with instances of this very fact. As MV Kamath had commented in his article in the Free Press General (Issue dated January 16, 1997) :

"In 1939 the Communists deserted Subhas Chandra Bose's Left Consolidation Committee and later, after he formed the Indian National Army, called him a "Quisling". In 1942 when Gandhiji called upon the British to Quit India, the Communists betrayed the Congress and the country. Between 1942 and 1944, the CPI also betrayed several Congress underground workers to the police for which it was liberally paid by the British Government.

But the most shocking example of all came in 1962, when China attacked India. The Indian followers of Mao within the CPI called India the aggressor !! The CPI(M) shamelessly and traitorously criticized its own country. Mao Tse-tung was raised to sainthood in Calcutta. To this day there is a Mao Tse-tung Sarani in Calcutta. Mao has been practically disowned in his own country but not by the CPM.

It was the CPM again which spawned the Naxalite movement of 'annihilating' the class enemy. It was the CPI, under S A Dange. that supported the insufferable Emergency in 1975. Throughout its turbulent history the Communist Party has been anti-national and when it has not been pro-Soviet Union it has been pro-Communist China but never pro-India.

Also Multidisciplinary scholar Dr.N S Rajaram comments on Indian Marxists in a interview as 'anti-national and pro-colonial ' " Indian Communists—both politicians and academics—have always been anti-national and pro-colonial. They accepted money from the British Government to spy on national leaders like Subhas Bose and Jayaprakash. They supported Pakistan and even the Razkars in Hyderabad. Later they supported China’s attack on India. They supported Chinese nuclear tests but opposed India’s Pokharan tests. Now their main agenda is to sabotage India’s improving relationship with America in the war against terrorism.

These people cannot be compared to other Asian Marxist leaders like Ho Chi Min or Mao who fought against European colonialism. Indian Marxists are anti-national parasites always looking for a host organism to feed on. Their history is of the same kind— always glorifying invaders and colonial rulers resulting in low standards."

The Naxalite menace is here to stay. It is anything but a "social evil". It is pure and simple terrorism, which disguises itself with terms like "class struggle" and "social justice". Even as the world turns away from the distorted perversions of Communism and heads towards greater liberty for all individuals, we in India have to deal with a bunch of rabid ideologues who are hell bent on imposing their ideology on the hapless nation. The conflict must be recognized as the war that it has become. The need of the hour is to ban Communist organizations who support the usage of violence to achieve their ends.

The Naxalites must be treated with on exactly the same scale as those Islamic terrorist organizations which have made sedition and anti-nationalism everyday words. Losing this crucial internal war would spell certain doom for our vibrant democracy

India is not safe either inside the country or at the borders of the country. The government is trying its best to fool the people of India, to retain their chairs and to secure the same in the coming elections. The security of the country is in great danger. The Bombay blasts on Monday, 25th August 2003 killed about fifty people. The next train from Bombay to Nasik that same evening, would have seen the death of at least a thousand Hindu pilgrims if the detonators attached to the rails had not been discovered just in time. There are plans of Jihadis to blow up all important places in India, while the politicians talk of economic development of India under the present regime. We need a drastic change in the ruling regime of the country, not only the cosmetic changes

RSS man hacked to death, hartal in Hosdurg : KERALA

Kanhangad (Kerala),Tuesday, September 09, 2003: An RSS sympathiser was stabbed to death by a group of alleged CPI(M) activists near here on Monday night leading to tension even as Sangh Parivar outfits have called for a dawn-to-dusk hartal in the Hosdurg Taluk area today, police said.

A K Chandran (30) was reportedly attacked by a group of CPI(M) workers while he was conversing with his friends at Manikoth near here, police said, adding political rivalry was suspected to be the motive behind the attack.
Chandran, who had come here recently from the a Gulf county where he was employed, was dragged to a nearby field and stabbed severely causing serious head and leg injuries. He later succumbed at a private hospital here, the sources said.
Meanwhile, the hartal has hit normal life in the area with road traffic coming to a standstill and shops and business establishments remaining closed since morning.
The area has been witnessing tension in the recent past following the murder of an RSS activist at Ambalathara in June last by suspected CPI(M) activists.

HOW THEY ATTACKED

The attack on N. Chandrababu Naidu by the PWG at Tirupati on October 1, 2003, is a prime example of precise long-term planning. The PWG used World War II-vintage low-technology appropriately. It did not use either remote-triggers which could be jammed by electromagnetic jammers, nor timers which would require precise forecasting of the exact second when Naidu’s convoy would pass by.

Significantly, even the deep search metal detectors used to survey Naidu’s route failed to detect the gelatin Claymore mines packed with metal shrapnel. Nor did sniffer dogs, who had searched Naidu’s entire route for several hours, manage to detect them. An indicator of the PWG’s meticulousness was that the Claymores had been planted at least two months prior to the attack, and thick grass had grown over them. The PWG managed to dig up the earth from behind without disturbing the stone formation on the embankment at all and place the mines inside. Again, the outfit knew months in advance that Naidu would be travelling on that road on October 1 to attend an annual religious function.

Naidu survived only because the Claymores were planted horizontally perpendicular to the road on embankments, and his Level-3 bulletproof Ambassador withstood the sideways blasts. But whereas the shells of such cars are heavily armoured with steel plates, their undersides continue to be practically unprotected. If the PWG had used a mine or explosive planted underneath the road surface — as the militants in Kashmir do — Naidu may not have been so lucky. PWG units in tribal areas of Orissa, Jharkhand and Chhattisgarh also possess similar expertise in land mines.

THE Andhra Pradesh Chief Minister, Mr N. Chandrababu Naidu, narrowly survived a bid on his life today following a blast that ripped through the car in which he was travelling near the Alipiri guest house at the foothills of Tirumala in Tirupati.

The daring attack, which sent shock waves across the State allegedly carried out by the naxalites belonging to the outlawed People's War (PW) took place at around 4 p.m. in the afternoon, when the Chief Minister was heading to the Tirumala temple, the abode of Lord Venkateswara in a convoy to attend the Brahmotsavam, according to police.

In the incident, Mr Naidu suffered minor injuries. However, the occupants of the car in the back seat, the Minister for Biotechnology and Employment, Mr B. Gopalakrishna Reddy and two Telugu Desam Party (TDP) legislators — Mr Chadalavada Krishnamurthy and Mr Reddyvari Rajasekhara Reddy took the brunt of the blast. Mr Rajasekhara Reddy's condition is stated to be serious.

The Chief Minister and the other injured were rushed to the Sri Venkateswara Institute of Medical Sciences (SVIMS). The entire area was cordoned off by police, after the initial confusion, following the sensational events in Chittoor, home district of Mr Naidu.

The State Home Minister, Mr Devender Goud, who was addressing a press conference in Hyderabad when he received the news of the attack, said the Chief Minster, Mr Naidu was "safe and there is nothing to panic". The Home Minister said that a powerful claymore mine was blasted by the naxalites as the Chief Minister's convoy was passing through. According to reports reaching here, the bullet-proof, Ambassador car in which the Chief Minster was travelling was thrown off and hit a roadside boulder due to the impact of the blast. Mr Naidu got out of the badly damaged car. Mr Naidu, who had a hectic schedule in Tirupati was to offer a pair of `silk vastrams' to the Lord on behalf of the State on the eve of `Garuda Seva', the most important event of the 9-day Brahmostavam.

The Chief Minister has been high on the hit-list of the PW, which has been consistently opposing his pro-reforms policies, privatisation and moves favouring multinationals. It has carried out a series of attacks on corporates in the State, including Heritage Foods (Managed by Ms Bhuvaneswari, wife of the CM), Tata Coffee, a granites unit owned by Union Minister, Krishnam Raju, and the MNC, Coca Cola's plant in the last two years.

Incidentally, the former Home Minster, Mr A. Madhava Reddy, was killed in a similar kind of operation by the PW naxalites at a railway overbridge near Ghatkesar about 30 km from Hyderabad, three years ago.

HYDERABAD, India (AP) - An outlawed communist rebel group on Saturday claimed responsibility for setting up a land mine attack on the armored car of a state government head in southern India.

In a written message sent overnight to local newspaper offices, the People's War Group said it launched the attack Wednesday against Chief Minister N. Chandrababu Naidu, the top elected official of Andhra Pradesh state and a partner in India's ruling coalition.

Naidu suffered a leg injury and a broken collarbone. Two legislators and a state Cabinet minister were seriously hurt.

``Our guerrilla squad members carried out this attack. Our operation ... is also part of our fight for the cause of the people,'' the People's War Group regional chief Malkapuram Bhaskar, also known as Chandranna, said in the four-page statement.

It claimed that Naidu's administration was responsible for killing 1,400 members of the underground organization over the past eight years. The Maoist guerrillas are fighting for separate socialist regimes in five Indian states.

The state's Home Minister T. Devender Goud said the claim of responsibility was expected.

``They cannot bring any change by such actions and holding a nation to ransom. We will fight the PWG the way we were fighting until now,'' Goud said.
