Mayor James C. Gardner at his desk in City Hall in 1954, not long after he became mayor of
Shreveport, Louisiana. While remaining to this day the youngest mayor Shreveport has ever voted into office, having just turned thirty years of age, he promoted one of the largest bond issues to ever be passed in Shreveport history. During his four year term in office he pushed for public housing as Shreveport was still plagued with what was known as "The Bottoms".
