Dennis v. City of Tampa, 581 So2d 1345 (1991), review denied 591 So2d 181 (1991).  A female pedestrian was struck from behind by a male 26 year old bicyclist on a bike/ped path in a park.  The bicyclist had been riding on the path for 90 minutes at an allegedly high rate of speed where the path had a posted speed limit of 10 mph.  The pedestrian had been walking for only a short distance before the collision.  The bicyclist said he saw the ped walking, lowered his head from fatigue, and the next thing he knew he had struck her.  The city had no duty to supervise a few adults during personal exercise activities at a public park, during low use hours or in areas not expected to attract crowds.  There is also mentioned a general rule that a law enforcement officer owes no legal duty to prevent a plaintiff's injuries by arresting a third person or by otherwise enforcing the law.  Summary judgment for City affirmed.
