Camillo v. Department of Transportation, State of Florida, Monroe County, Florida and City of Key west, 546 So2d 4 (1988), review denied 547 So2d 1209 (1989).  A bicyclist riding on a sidewalk alongside US 1 swerved to avoid a child with a dog.  She caught her foot between three "eyebolts" extending about 2 inches into the path through the seawall alongside the walkway.  The bolts provided mooring for a houseboat.  The bicyclist was thrown over the seawall and suffered injuries.  Summary judgments by trial judge for all 3 defendants, reversed on appeal for DOT and affirmed on appeal for city and county.  The DOT was responsible for maintaining the sidewalk and was not immune from suit.  The city and county were engaged in discharge of legislative or enforcement function in allowing houseboat mooring, and were immune from suit.
