September 28, 2001 His Excellency Petar Stoyanov President of the Republic of Bulgaria, Sofia Dear Mr. President, I am grateful to you for your kind expressions of condolence and concern in the wake of the terrorist attacks on September 11, 2001. These savage deeds were attacks against freedom and serve as a warning to all civilized people. Your own words in the days following this attack properly underscored the shared commitment to respond, and for this, I am grateful. Americans are grateful for the expressions of friendship and support from your country following these devastating events. Freedom was attacked, but freedom will be defended. The shared values and determinations of our peoples are crucial to rooting out terrorism across the globe. I look forward to working with you to meet this difficult challenge. The struggle may be a long one, but we draw strength and resolve from solidarity and support. Sincerely, George W.
