Open up photoshop, and create a new blank. Make sure your background is either transparent, or a solid color that is very different from your planned color scheme. But I strongly suggest a transparent background.
Then select the "Type Tool" icon on the menu.
Type in the text you want to outline.
Once you have your text, make sure that the layer containing the text is selected.
Then on the menu bar at the top of your screen, you should see the button "Layers". Under that option there should be something that says "Layer Styles". Hover the mouse over this.
Now the sub-menu under that should contain the option "stroke." Click it.
There will now be a box that appears. U can choose the color of your border (circled in blue) and the thickness of the outline (circled in red).
Once you click the "ok" button your picture should look something like this.
