Reform should be implemented across the board, not excluding the military, which is in urgent need for reform. The military should be split up into multiple pieces, each of which is to compete in all areas without collusion.
Reform will also need to target areas that are closely connected with the military, such as the education system and the place of science within the education system. After all, most scientists end up working in education or, directly or indirectly, for the military. Open media are important in this regard, not just to initiate reform, but also to monitor the progress of reform.
